FORESEE DANGER
The petitioner in the 2 G spectrum case and former Union Law Minister on 21 November 2010 declared that the Prime Minister of India was not guilty in the 2G spectrum scandal. He said that the people surrounding him had misled him. He added that - as an economist - he failed to understand the legality of his petition.
The present writer in his mail - submitted to Her Excellency the President of India on 20 November 2010 - said that the above petitioner would withdraw his petition from the Supreme Court if some one in Delhi were affected. The prediction has come true within 24 hours. Fortunately, the Supreme Court has clubbed a PIL (Public Interest Litigation)) along with his petition. Therefore, he might not desert the case.
The New Indian Express on 22 November 2010 said that 1000 acre of land had been purchased in Amazon forest by a political leader using 2G Spectrum money. This revelation indicates that at least one manipulator is leaking secret pieces of information in definite bundles in violation of an understanding. Perhaps, he did not get a reasonable share in the spoils of office. This usually happens in organized crimes.
The paper, on the same day, said that Swan Telecom should have been prosecuted for selling its shares at a price higher by over 100 times.
One day, the previous NDA Government sold a Public Sector Undertaking (PSU). The buyer sold the same to another man for a huge profit. The above paper –at that time- justified it saying that a man should not bother about his properties after selling them. Now, the paper is seeking prosecution for a similar crime.
When a thief snatches the chain of a woman, the latter prefers a complaint. She heaves a sigh of relief only when she gets back her chain. The prosecution has no meaning to her. Therefore, the recovery of the proceeds of the crime is more important than the prosecution.
The Foreign Secretary of India on 22 November 2010 said that India and China should regard each other’s rise as an opportunity.
The manipulation mafia recently wanted India to embrace China. Now the Foreign Secretary repeats the same thing. The message is that the armed forces must embrace China and focus their attention on the militant people. This shows that there exists a mole within the Government.
The Central Bureau of Investigation (CBI) on 22 November 2010 said that a former Army General had shown his salary as Indian Rupee 23,450 and a Lieutenant General had shown his salary as Indian Rupee 41,000 at the same time.
The above revelation indicates the poor salary structure of the officers of the Army. This also shows that the General did not amass wealth misusing his official position.
Why does the CBI reveal such small things? Is it because they are not wealthy?
For instance, the CBI raided the biggest house in the world on 20 November 2010. A TV channel from Chennai reported this. The present writer - in his mail submitted to Her Excellency the President of India - mentioned this on the same day. Yet, no other TV channel, including the public sector TV channels, reported this. On the next day, all newspapers blacked out this.
Now, the CBI owes an explanation - for its anomalous actions - to the armed forces.
The Directorate of Enforcement sent notices to the 2G spectrum license holders on 23 November 2010 for foreign exchange violations.
The previous NDA Government had changed the Foreign Exchange Regulation Act (FERA) into Foreign Exchange Maintenance Act (FEMA). As a result, all offenders charged under the FERA were acquitted.
The Attorney General (AG) of India on 24 November 2010 submitted - before the two-judge Bench hearing the 2G spectrum scandal - that time had come for the court to lay down guidelines on private citizens approaching the court in corruption cases against the Union Ministers.
In this connection, it must be stated that the nation has lost over $1 trillion due to the BALCO law enacted by the Supreme Court. Now the Supreme Court would be very reluctant to enact another law because the learned judges might not assume the role of a law making body. On the other hand, the Parliament would not enact any law that would destabilize the Council of Ministers.
Therefore, the Supreme Court wanted the CBI to tell the reason for not interrogating the recently resigned Union Minister for Communication.
The above direction has promoted the dignity of the Supreme Court.
However, the above former Union Minister might name many people.
In fact, the CBI did not question him because of the fear that the interrogation would lead to the arrest of even the ruler of India.
In any theft, the first step is the recovery of the proceeds. This is the evidence to prove that a theft indeed had happened.
Therefore, it is imperative that the money amassed by exploiting the natural assets must be attached. In fact, the Union Ministers and the manipulators are fast removing the money to South American countries like Brazil. Some would even run away from India.
Any other actions would be better, only if such actions also promoted the dignity of the Supreme Court.
In this connection, it must be stated that a close scrutiny of the Department of Communications had revealed that the nation lost about $ 200 billion due to the allocation of spectrum during 2001. This is because the telephone charges were 10 to 20 percent higher in 2001 than that in 2008.
Moreover, a careful perusal of the records had showed that the word fraud used by the Comptroller and Auditor General (CAG) was concealed by the system.
The above factors forced the recently resigned Union Minister for Communication to persist with the same policy. The Minister, in fact, described his action as a revolution – a revolution that would not only lead to the recovery of all natural assets but also to the exposure of all manipulators.
The CBI now arrested seven top officers of the public sector banks and a top officer of the Life Insurance Corporation of India (LIC) for corruption in sanctioning housing loans to individuals and to private builders.
The above arrests revealed that the public sector banks gave bank guarantees to some people within a span of 45 minutes without sufficient safeguards.
In this connection, it may be recalled that a Union Minister in the NDA Government influenced a public sector bank as in Chapter 51 to enable a man to buy a PSU. The CBI chose not to take any action.
Now, the ruler of India or the Union Finance Minister might have prevailed upon the banks to give bank guarantee. Therefore, the CBI would be very reluctant to take action without a direction from the Supreme Court.
The ruler of India on 24 November 2010 described the Prime Minister of India as a 100 per cent honest person. She described the act of criticizing the Prime Minister as an act of shame. This shows that she has no premonition of any danger. However, tomorrow she might say that she did not interfere in the policy decisions of the Government. She would even say that she pretended as the ruler only.
Now the CBI brought a strange looking woman from the underground. Little is known about her background. The CBI questioned her for seven hours. The newspapers said that she had been functioning as the mole of the manipulators.
The CBI was constrained to question her presumably because of the Supreme Court and the armed forces. She would not have foreseen such a danger at all.
Her duty was liaising with the ruler, Prime Minister of India, Union Ministers and other top political leaders. So the manipulators rarely meet the leaders. She would tell when to buy the shares of the private companies or to sell the shares of the PSUs. The entire foreign exchange is for her use only. The ruler and the Council of Ministers were her nominees only.
The above revelation shows that the ruler of India is the mole of the mole. The Prime Minister of India is the mole of the mole of the mole. The Union Ministers are the moles of the mole of the mole of the mole.
This is the reasons why 162 letters failed to generate any public opinion in India. In fact, nothing would appear in the media without the sanction of the mole.
Now, the manipulators might have appointed another mole in her place. That must be the reason why this work remains as a secret document even after her interrogation.
The Union Government reiterated its decision to sell the shares of the public sector Manganese Ore India Limited (MOIL) as planned. It decided to add quickly one more PSU -Shipping Corporation of India (SCI)- on 30 November 2010. This happens because the Supreme Court failed to enforce FREEDOM of expression
It is redundant to point out that the Government says that FREEDOM of expression is FREEDOM to speak and write. Actually, it is the FREEDOM of the people as a body to know the views of others. Then the fittest in the world of ideas alone would survive. Mill firmly says that there is no slumber like that of a deep seated opinion, and it can only be to the advantage of mankind to disturb it.
Curiously, the Supreme Court – in the 2G spectrum case –directed the AG to place before it the number of cases seeking sanction for prosecution that were pending before the competent authority in various government departments.
The above direction is an indirect way of enforcing FREEDOM of expression. This is a way of forcing the Government to inform the people the existence of this work. It appears that the Government would have to obey the direction.
Why did the Government conceal this work for nine years? Why does the Government refuse to split the PSUs? Why does the Government ignore the demand to abolish the policy of bulk buying or to award contract works in pieces? Why does the Government refuse to take over public assets? The Government would have to give answers to such questions.
It is said that the demons do not foresee danger.
Her Excellency the President of India shall not reject these words due to some deep rooted principles. Instead, the President must try to experiment it. For this, the President must know her body –the body of the President of India.
The facts from 21 November 2010 to 27 November 2010 are being submitted to Her Excellency the President of India on 28 November 2010.
