FULFILMENT

The last email was submitted to Her Excellency the President of India on 30 September, 2009. A Cabinet meeting of the Union Government ensued on 1 October, 2009.

Accordingly, the Government removed the 40 per cent cap for promotion of the teachers of the Indian Institute of Technologies (IITs). This shows that the Cabinet accepted the reasoning presented in the last email in this matter. Now, the Government could remove the 10 per cent cap on promotion of Selection Grade college teachers.

The President of India was scheduled to visit China on 1 October, 2009 in connection with the 60th anniversary of communist rule in China. However, the President did not undertake the visit. Instead the President utilized the time to visit the Somnath temple in the Gujarat State.

It may be recalled that India on August 8, 2009 decided to hold the year of friendship with China in India. In the letter No.113 dated 19-8-2009, this writer –giving reasons- said that there could not be true friendship with China. The Government accepted this and cancelled the visit of the President without any publicity. This would go down as another achievement of the Cabinet Ministers. This is the conclusion of the present writer. However, what he knows is his work and the effect. The true picture is known to the President.

India on 1 October, 2009 requested China not to issue separate visa for the people of Jammu & Kashmir (J&K) State. China has been doing this since 2007. Only now India considers this as a repugnant one.

Militant people killed 19 people in the Bihar State on 2 October, 2009.

Sri Lanka on 3 October, 2009 said that a common humanitarian policy should be found to solve the problem of fishermen. However, India did not react.

A leader of the Left Parties on 3 October, 2009 implored the Government to strengthen the relationship with China. His statement shows that the Left Parties would, insidiously, work to keep India as a vassal of China.

Two political parties –the BJP and the DMDK- on 4 October, 2009 opposed the proposal to give Indian citizenship to the refugees living in the TN State. They said that this proposal emanated from the President of Sri Lanka. On the next day, one more political party followed suit. The present writer was the first one to do this through Chapter 115.

The biggest steel producer of the world and NRI threatened to pull out from Jharkhand and Orissa States. It must be noted that this is the first time that the Government is disclosing his difficulties. This shows that the Government wants to transmit the natural resources to a few private individuals after secretly crushing all conflicts.

In the UP State Government memorial case, a Supreme Court judge described the owner of a newspaper as a reputed journalist. He asked an advocate to give due respect to his affidavit.

The utterances of the learned judge show that he is a representative of the manipulators. Alternatively, he did not go through Chapter 14 of this work. The court has mellowed a little, perhaps due to the reasoning presented in Chapter 115, is another matter.

Militant people beheaded a police man in the Jharkhand State on 5 October, 2009.

Army killed four militant people in the J&K State on 7 October, 2009.

In the mean time, India and Sri Lanka conducted a 3 day joint naval exercise.

There is no free Sri Lanka now. The present Sri Lanka is China occupied Sri Lanka (COSL). India shall not conduct such exercises so long as Sri Lanka allows China to maintain naval or military bases in its soil.

The militant people killed 18 police personnel in the Maharashtra State on 8 October, 2009. On the same day, the army killed a leader of a militant outfit in the J&K State.

Ignoring this work, the public sector financial institutions gave Re.2800 crore to a private company in the name of buying its shares. The Company proposes to utilize the money for its Build Operate and Transfer (BOT) projects in India and abroad. The Economic Times alone sparingly reported this on 9 October, 2009.

The financial institutions do not give money to any ordinary citizen of India after buying one or two percent shares of his assets. Even for house building purposes, one must pledge his house and get money as loan only. Obviously, this affects EQUALITY and many other provisions of the Constitution of India. The money must be recovered forthwith. The assets amassed in this way must be attached.

One would say that the Government gave only a small amount. Tomorrow the Government would give Re. ten lakh crore in one go to this Company. It would undertake several projects on BOT basis or based on Public- Private Partnership (PPP) in India and abroad. The entire India would look like private assets!

The Prime Minister would tell his colleagues to reject the contentions of this writer as an anti-development voice. But an enquiry would show that India lost about $ 100 billion in foreign exchange due to the conversion of bank funds into foreign assets.

This writer said this on 1-6-2001 in the letter No.1. This has been presented in different ways for the last eight years. Evidently, after this writer the entire public money would go like this.

The Government gave this money without taking the Cabinet Ministers into confidence. Therefore, there can be nothing more treacherous than this. If the present Union Ministers could stop this for good, it would go down as their greatest achievement in the Union Cabinet. It would give them immense satisfaction in life.

Above all, the Government gave the money without showing this work to the people. This also makes this unconstitutional.

The Supreme Court would reject all talks of constitutionalism as a weary matter. It must realize that the Government is playing wicked tricks on the Constitution of India. Some learned judges of the Supreme Court, after some time, would think that they functioned in the Supreme Court as a “light shunning folk”. Surely, the present Chief Justice of India would fret about his service after his retirement.

The President of the USA, Mr. Barack Obama, won the 2009 Nobel Peace Prize. The President said that he was humbled to win the Prize and accepted it as a “call to action”. Now the USA should not remain as a debtor of China. It is essential for world peace.

Rejecting this work, the Union Government on 11 October, 2009 auctioned the oil and gas blocks. The private players, apparently, formed a cartel and bagged some good potential blocks. Andhra Pradesh (AP) State was allowed to take 10 per cent of four blocks.

The Government did not show this work to the people before auctioning. Therefore, the auction is unconstitutional. In fact, it is robbery.

The future generations would find it very difficult to reverse the above action of the Government through peaceful ways because the present beneficiaries would become more powerful.

Immediately after auctioning, the Prime Minister of India described militancy as the greatest threat to internal security. He vowed to eliminate the menace using force. He expressed his willingness to talk to any groups provided they denounced violence.

The militant people kill the innocent people to protect the natural resources. The Government kills the people to rob. The militant people are killers. The Government is a robber and killer.

The Cabinet Ministers could change this condition. A decision to exploit the natural resources through Public Sector Undertakings (PSUs) would put an end to the militancy. If they could do this, they would think of their worth throughout their life.

Bangladesh on 11 October, 2009 said that Myanmar was amassing troops at the border.

India must win the confidence of Bangladesh. The present Union Government has spoiled the good work done by the United Front (UF) Government in this matter. As a result, Bangladesh is seeking the help of China. Now there is no free Bangladesh. There is only China occupied Bangladesh (COB).

It must be noted that Bangladesh did not give a naval base to India. It trusts China and mistrusts India. Whatever happened, the Chinese naval base in Bangladesh destabilizes India. Naturally, India is duty bound to reciprocate this until China abandons Bangladesh. The Government must inform this to Bangladesh, drive out China and protect Bangladesh from Myanmar.

The USA on 12 October, 2009 said that their companies were paying bribes to secure orders from India. India did not react.

The New Indian Express on 13 October, 2009 said that a Union Cabinet Minister was promoting the interests of two business men from the TN State. The message was that the Union Ministers must hand over the entire assets of India to less than ten individuals only.

China on 13 October, 2009 said that the Prime Minister of India should not have visited Arunachal Pradesh on October 1, 2009 for election canvassing. China warned that India should not stir up trouble at the disputed area. The Chinese newspapers also warned India of dangerous consequences.

According to China, the Prime Minister of India could pay a visit to China and not to Arunachal Pradesh!

When the Prime Minister visited Arunachal Pradesh State a few months ago, China did not murmur. China talks like this only because India - citing security reasons- asked the telecom companies not to install Chinese equipments.

The Chinese Ambassador to India - in a centre page article in The Hindu – on 12 October, 2009 said that China would never seek hegemony or engage in expansion. On the same day, China - through rediffmail. com- said that India should either hand over Arunachal Pradesh to China or allow it to sell its products in India. It added that China gave precedence to making money.

Obviously, China wants to accumulate foreign exchange at the cost of the sovereignty of India. An enquiry would show that China earned about $ 200 billion in foreign exchange in the last six years at the cost of Indian industry. The influence of China on India is such that nothing is heard about the Re.5 crore worth Chinese toys found in Chennai port.

The militant people killed two people in Jharkhand State on 12 October, 2009.

India now informed the people that it took delivery of a ship constructed by China for the public sector Shipping Corporation of India (SCI). The Government said that another ship from China would join the SCI in 2010. India, further, said that it wanted to buy 36 more ships before 2012.

It must be noted that the present writer in Chapter 115 said that the Government converted India into a vassal of China. The above revelation is consistent with that prediction.

India on 14 October, 2009 asked China not to undertake any projects in Pak Occupied Kashmir (POK). China is undertaking many projects in India. An important road in Chennai was constructed by China. Therefore, India must prevent China from undertaking any projects in India before talking about the POK.

The Chief Minister of the TN State on 14 October 2009 received a ten member delegation of Members of Parliament (MPs) that visited the Tamil animals called tanimals in Sri Lanka.

The Chief Minister of Tamil Nadu should have relinquished Chief Minister Ship and spent major part of his time in New Delhi. Even now the Chief Minister could do so. Then the refugees could be resettled in their homeland without any delay.

Now, the Union Government is not publishing the views of the Chief Minister besides one half of the Union Ministers in the public sector National TV Channel. This trend would take a sudden change. The State Government would be allowed to provide telecom services and many more positive changes would occur.

The President of the USA, Mr. Barack Obama, on 15 October, 2009 heralded the Diwali –the Festival Lights – celebrations in the White House. He became the first President in the USA to personally attend the celebrations. Prime Minister of Britain also celebrated Diwali for the first time in his official residence on 17 October, 2009.

The President of India did not send any greetings to the people on the eve of Diwali. Perhaps, the President believes that India allows evil to triumph over good and darkness over light.

The Profile of the President of India shows that she has achieved many things. If she could dispel the darkness from India, her achievements would result in fulfillment.

The achievements of a man must lead to his fulfilment. This is what the sages say.

ACHIEVEMENT

The facts from 19 August, 2009 to 8 September, 2009 were submitted to Her Excellency the President of India on 9 September, 2009 through rediffmail.com and gmail.com. The copy had been sent through ordinary post also. The email sent through rediffmail.com was rejected.

As a retort to the above email, the Government on 10 September, 2009 announced a time table to auction the 3G spectrum. Accordingly, the auction process would start on 10 October, 2009 and end on 31 December, 2009. Thus the Government decided to thrive on the blood of the future.

There are a number of new members in the Cabinet. The act of becoming a Cabinet Minister is an achievement. Now, their actions in the Cabinet must lead to more achievements. If they could reverse the above decision and ensure the 3G spectrum to the States, it would go down as one of their memorable achievements.

Three militant people and an army officer died in an exchange of fire in the Jammu & Kashmir (J&K) State on 9 September, 2009.

The media on 10 September, 2009 disclosed that aggressive patrolling of Chinese troops was troubling the Government of India.

An analyst in the Pentagon said that China was constructing a “string of pearls” around the neck of India. The logistically developing Chinese naval bases are a new problem to the USA.

China on 11 September, 2009 demanded India to restrain Dalai Lama from visiting Arunachal Pradesh State.

The Supreme Court on 11 September, 2009 ordered the UP State Government to stop the construction of memorials. The court felt that the UP Government was playing with fire in this matter.

In the above matter, the Supreme Court was blind to thousands of memorials, statues and arches being constructed all over India by Municipalities, Corporations and other Governments. Further, the art of converting imbeciles into national leaders by denying FREEDOM is more heinous than the act of constructing memorials. The judgment shows that eligible candidates must apply for the post of ‘Judge of the Supreme Court’ as recommended by a Commission.

Three people, including two police personnel, died in a land mine blast on 12 September, 2009.

A newspaper on 13 September, 2009 disclosed that China was developing a naval base in Bangladesh. The paper added that China was supplying weapons to that country.

In the previous letter, this writer wanted the Government to give red-carpet welcome to the leaders of Bangladesh, Nepal, Bhutan and Maldives on the firm belief that they did not give any naval or military bases to China. In response to this, the Government reveals that Bangladesh too has given a naval base to China! As the Government wanted to conceal the moves of China in Sri Lanka, it did not want the people to know the strategic moves of China around India. If the Government had given FREEDOM to the people to know this, they would have requested the Government to contact the neighboring countries in time. Then, even Pakistan would have obliged India. The nature of calamities the Prime Minister and the Supreme Court bring to the future generations by denying FREEDOM could be gauged.

This time, none in India said that China needed the above naval base for its energy security.

Sri Lankan Navy on 14 September, 2009 damaged three boats of Indian fishermen using the gun boats and weapons donated by India. The Navy is giving untold sufferings to the fishermen in various ways. A remedy must be found.

Now the Government said that the Chinese army entered Indian Territory and injured three Indian soldiers by firing.

The Chief Minister of Tamil Nadu (TN) State on 15 September, 2009 requested the Union Government to give equal status to all regional languages. If the Chief Minister really wanted this, the Union Government would bring the necessary legislation.

In the previous letter, the Chief Minister was requested to see that all State Governments implemented the new Pay Scales including the UGC Pay Scales. This was done to instill the Chief Minister to take an all India role consistent with the mandate. Now, the Chief Minister has placed a specific demand to the Union Government on behalf of other States.

With regard to the UGC Pay Scales, it must be stated that now 10 per cent of the teachers in colleges might get a higher ‘Pay Band’. But, all senior teachers must get this because there are no competent people to assess the competence of college teachers. Experience shows that even the “Peer Teams” of the UGC are biased against real merit.

Disregarding this work, the Union Government on 15 September, 2009 disclosed its intention to sell 10 per cent shares of the public sector Cochin Shipyard Ltd to garner a small amount at the earliest. This shows that the Government would steal if it could not rob.

A former Union Minister on 18 September, 2009 wanted to know the catalysts that sabotaged the Indo-China relations. He said that India was “in a state of impotence”. He added that China would not invade India. He was conspicuously silent about the naval bases of China.

The Chief Minister of the TN State on 17 September, 2009 requested the police officers not to prosecute anyone illegally.

In this connection, the prosecution of the Case No.284/97 in the Judicial Magistrate Court at Thuckalay, TN, took place during one of the stints of the present Chief Minister. The State Human Rights Commission (SHRC) had indicted a police officer for this. Therefore, the Government must have withdrawn the prosecution against the victim. Then, the police officers would have realized the fact that the prosecutions initiated in bad faith would tarnish the reputation of the Government. The Government shall not knowingly tell a lie in the open court against any citizen. The Government could rectify the inadvertent mistake even today.

India on 17 September, 2009 said that China blocked an Asian Development Bank (ADB) loan.

India is not in need of a loan from the ADB. However, China should not have blocked the loan. In response to paragraph 2 of Chapter No.113, India banned the import of high tech security sensitive telecom equipments from China. Now, China retaliates. China believes that India could be forced to buy its finished products without invading India.

Six soldiers and eight militant people died in an exchange of fire in the Chhattisgarh State on 18 September, 2009.

A Member of Parliament (MP) of the Congress Party from the Kerala State on 19 September, 2009 said that the Union Ministers were talking about traveling in the ‘economy class’ only to make fool of the people. In fact, the Government stopped talking about the economy class after his statement.

The Chief Minister of Arunachal Pradesh State on 19 September, 2009 said that China was weakening India without waging a war. True to his words, the Prime Minister said that the developments in the Indo-China border were blown out of proportion. He said that the Chinese army did not fire at Indian soldiers. The National Security Adviser cancelled a meeting of the defense experts. The Government advised the people not to do anything that would cause ill-will towards China. The ADB sanctioned the blocked loan. The Government sent the Minister for Defense and many other Ministers in the Union Cabinet into oblivion. The media continued supporting China. India might have secretly gratified China. In that case, China would not have achieved anything more through a war.

The Government had converted India into a vassal of China. The present Cabinet Ministers have achieved something by preventing the telecom companies from buying equipments worth more than Re. 35,000 crore from China. If they could rescue India from the hands of China totally, it would go down as one of their real achievements in the Union Cabinet.

Militant people killed nine people in the Jharkhand State on 20 September, 2009.

A religious leader on 20 September, 2009 said that India was afraid of China. This was the last statement of anyone against China. The media simply blacked out the views of political leaders that went against Indo-China trade.

24 militant people and six soldiers died in a gun battle in the Chhattisgarh State on 21 September, 2009.

A political leader on 21 September, 2009 requested the Union Government to impose economic sanctions against Sri Lanka.

High Court, Delhi on 22 September, 2009 directed the Government to start a special referral centre in every Government hospital to send poor patients to private hospitals for treatment. This is a commendable judgement. All Governments could emulate it. Accident cases could be given precedence. A small grant could be given to the needy hospitals.

Many MPs from the TN State on 22 September, 2009 requested the Prime Minister to send a delegation of MPs to Sri Lanka to assess the mode of utilization of the money given by India.

The money given by India would go to kill the Tamil animals called tanimals and the Indian fishermen. If India really wanted to help the tanimals, a separate banking system and a foreign exchange account must be started for them.

India on 22 September, 2009 found illegally imported Chinese toys worth Re.5 crore at Chennai port. This shows that the Government had been allowing some people close to it to import-illegally- finished products from China. An enquiry would confirm this. India should not satisfy China in this matter.

The President of the USA on 22 September, 2009 said that he would not do any harm to the future generations by contributing to global warming.

The President of Sri Lanka on 22 September, 2009 requested all those who cared for the country to defeat local and foreign conspiracies to undo the military victories.

In this connection, it must be stated that Sri Lanka gave a naval base to China when Indian leaders were obsessed about killing the tanimals. The naval base is a threat to India in many ways. Therefore, the present or future leaders of India would have to counter it in a suitable way. There is no conspiracy in it.

For the first time, the Central Bureau of Investigation (CBI) refused to accept a cover sent to it by post by this writer. The cover contained the copy of the last email sent to the President. The email sent to it also had bounced. The letter was then addressed to the Director, CBI.

A private company on 23 September, 2009 disclosed its intention to sell 10 per cent of the shares of its Telecom Company mainly to financial institutions. The financial institutions shall not buy the shares so long as the Government conceals this work.

The World Bank (WB) on 23 September, 2009 sanctioned a $ 4.3 billion loan to India. India has sufficient foreign exchange. It is the duty of the Government to explain the economics behind borrowing money.

India and China on 23 September, 2009 abandoned the 2009 Joint Army drill. The drills were started in 2007. In Chapter 113, the present writer pointed out that there could not be true friendship with China. The Union Ministers did their duty. It is a great achievement for them and the nation.

The Prime Minister attended the G-20 Summit in the USA on 25 September, 2009. This time, the Prime Minister was a secluded person in the Summit. The G-20 countries wanted the Governments to withdraw subsidy and give cash directly to the poor. An enquiry would reveal that the subsidy on kerosene is benefiting some hidden manipulators. The people are not benefited because those who need it never get it. Therefore, the subsidy must be cancelled, free marketing allowed and cash given to the poor.

The Congress Party gave ticket to the son of the present President of India to contest elections to Maharashtra State Assembly.

The militant people on 25 September, 2009 killed the son of a MP in the Chhattisgarh State. None in India condemned it.

The Prime Minister of India expressed his gratitude to the people for making him the Prime Minister for the second time. The Prime Minister is very effective in blacking out this work from the people. He could continue as Prime Minister so long as he does this.

The Army killed three militant people in the J&K State on 28 September, 2009. On the next day the militant people killed thee soldiers

Now there is a proposal to grant Indian citizenship to refugees from Sri Lanka. It might be consistent with the human rights. But it is very dangerous. No country shall be allowed to send its people to the neighboring countries as refugees to solve its problems. They must be resettled in their homeland. The Indo- Sri Lankan Peace Keeping Agreement allows India to send its army for their protection. Therefore, Sri Lanka must take them back without creating any problem.

There are reports that the USA has started engaging the military rulers of Myanmar. It is not clear whether this work alerted it or not. However, India, together with the USA, must see a nuclear weapon free Myanmar.

The actions of a man must lead to some achievements. This is what the sages say.

EXCHANGE OF TRUTH

The facts from 21 July, 2009 to 18 August, 2009 were sent to Her Excellency the President of India on 19 August, 2009. As a consequence, the Union Cabinet was convened on 20 August, 2009. Immediately after the meeting, a Union Minister visited Maldives. Another Minister went to Bhutan. A Minister from Nepal visited India. Bangladesh was ignored.

Sri Lanka on 20 August, 2009 said that India had been still giving military training to Sri Lankan soldiers. Sri Lanka, further, disclosed its intention to recruit 50,000 more soldiers. So long as India and China give money in cash or kind to Sri Lanka, it would go on recruiting soldiers.

Sri Lanka again fired at Indian fishermen. The fishermen of India and Sri Lanka could be allowed to fish anywhere so that the distinction between Indian fishermen and Sri Lankan fishermen would disappear.

Army killed two militant people in the Kashmir State on 20 August, 2009.

A Union Minister on 21 August, 2009 said that China would make its moves in the Indian Ocean and India would make adequate counter moves. India, further, said that China wanted to safeguard its sea lanes for its energy security.

The above statement shows that the Prime Minister of India and his supporters were isolated in the Union Cabinet on 20 September, 2009. Otherwise, the Minister would not have justified the encirclement of India by China. Many Union Ministers might have realized the fact that China was allowed to place India under a new constraint.

The Economic Times on 21 August, 2009 disclosed that according to a plan approved by the Union Government, the listed companies could not hold more than 75 per cent shares from April, 2010. Many Union Ministers- based on this work- might have stoutly opposed the alienation of the assets of the States in the Public Sector Undertakings (PSUs). Therefore, the Government is inventing another pretext to usurp the PSUs.

The Economic Times on 21 August, 2009 reported that India was importing potassium chlorate from China due to the closure of some Indian factories in the previous two months.

India should have thought of supplying potassium chlorate to the entire world. Instead, India is causing the closure of existing Indian factories and persuading the consumers to import it from China. Due to this ‘foreign policy’, several factories have been closed and many Indian jobs have been lost. Therefore, the relationship with China has been leading India to economic deprivation. However, India must allow a debate in this matter to dispel any misunderstanding.

Army killed two militant people in the Kashmir State on 22 August, 2009.

Five police personnel and a militant leader died in an exchange of fire in Bihar on 23 August, 2009.

The Prime Minister on 25 August, 2009 gave an indirect reply to the last email submitted to Her Excellency the President of India. The important points were: 1. India had a stake in the stability of the neighboring countries. 2. Poverty alleviation and foreign policy must go hand in hand. 3. The differences with the neighboring countries must be resolved through peaceful means. 4. The priority of the nation must be eradication of ignorance.

If the Prime Minister had wanted, this work would have reached the people long ago. In this way he could have converted India into a HEAVEN. But the Prime Minister is not allowing the public sector TV channels to exchange the truth to the people. In fact, the Prime Minister is ruling India only by exploiting the ignorance of the people.

A two member panel appointed by the Central Vigilance Commission (CVC) on 25 August, 2009 endorsed the decision of the public sector BSNL to buy net equipments worth Re.35,000 crore from China and Sweden. However, Nokia Siemens - the disqualified Company - said that the decision did not belong to the panel as it did not follow any fair or transparent process.

A video released at London on 26 August, 2009 showed that Sri Lanka had shot down several naked, bound and blindfolded Tamils.

In this connection, it must be stated that India, one day, dropped food packets to the Tamils. But suddenly, India turned the Tamils into Tamil animals. The Government would not reveal the real reason for this. However, the Australian Radio had announced that any man responsible for solving the problem of Tamils in Sri Lanka would get the Nobel Peace Prize. Immediately, India started killing the Tamil animals. Therefore, unless otherwise denied, they die like this due to extraneous reasons only. This is their fate.

India now invited - through road shows - global players to participate in the forthcoming biggest ever auction of oil and gas blocks under the New Exploration Licensing Policy (NELP).

It is pertinent to recall that the NDA Government had conducted road shows in London to sell the public sector Air India (AI) and Indian Airline (IA). But that Government did not sell them due to this work.

Now, if the oil blocks were auctioned to global players, the nationalization of the natural resources would become more difficult. Therefore, the Union Government must tell the people whether it wanted to tie the hands of the future generations or not. The Union Government must allow the Ministers in the Union Cabinet to discuss this matter - with the seriousness it deserves - before auctioning the same. The Members of Parliament also must realize their responsibility and show a way to India.

India on 28 August, 2009 barred the mobile operators from deploying Chinese telecom equipments in sensitive regions comprising 21 States. They were asked to prefer domestic equipments. They were, further, directed to incorporate ‘a transfer of technology clause’ in tender conditions.

This is a repercussion of the last email submitted to Her Excellency the President of India. The Government should not hesitate to exchange this truth with the people. Though this work failed to achieve FREEDOM, it is a great achievement. Neglecting the Prime Minister and his associates, the Union Cabinet is taking some conscious steps to shift the nation in such a way so as to annul the effect of the constraint placed by China on India. However- in matters related to the security of the nation - half hearted steps are not sufficient. Therefore, all companies in all States should have been asked to prefer domestic equipments.

The Prime Minister of India on 27 August, 2009 challenged the Central Bureau of Investigation (CBI) ‘to catch the big ‘fish’.

Anyone hearing the speech of the Prime Minister would consider him as the most immaculate leader in India. However, the previous UPA Government under the present Prime Minister had taken a decision to give about Re. two lakh and fifty thousand crore from the PF account to two boys. If the money had actually gone into their hands, the Prime Minister is the most hidden ‘fish’ in India and the CBI does not ‘fish’ him out because it ‘fishes’ the small ‘fish’ only.

In the meantime, the Union Government asked the employees -recruited after 2004- to join the New Pension Scheme (NPS).

In this connection, it must be stated that a nation wide strike by employees- at a later stage-would fetch them pension as in the case of bank employees. Now, the Government issued the above direction only to transfer the money in the Pension Fund to the manipulators either through the stock market or through any other means. Even children would understand it. Therefore, the NPS must be cancelled forthwith.

The Union Empowered Group of Ministers (e-GoM) on 27 August, 2009 decided to auction three slots of the 3G spectrum keeping the reserve price at Re.3500 crore. The Government decided to complete the entire auction process within 90 days.

If the spectrum were licensed, the licence could be cancelled easily. Any auction would make its retrieval difficult. Now the telecom operators would form a cartel and corner it. Therefore, the spectrum should be handed over to the States. The Members of Parliament should be given a chance to air their views in this matter before auctioning it.

India on 28 August, 2009 gave an Offshore Patrol Vessel to Sri Lanka. Sri Lanka would use it to protect the Chinese assets in its land.

In this connection, it must be stated that India has ensured the ‘stability” of Sri Lanka. Using this stability, Sri Lanka is consciously ‘destabilizing India’. Therefore, Sri Lanka must annul the agreement with China that provided for the construction of a naval base.

Some newspapers on 31 August, 2009 reported that Chinese Army had been crossing over to Indian territories frequently from June, 2009 to August, 2009. India is exchanging this truth belatedly. About 10,000 ethnic Chinese fled into China from Myanmar in August 2009. The situation in Myanmar is changing rapidly. Now, India must reckon the full scale Chinese occupation of Myanmar. Further, India must consider the question of sending a team - through the strength of an UN resolution - to check the suspected nuclear sites of Myanmar.

The Prime Minister of India on 29 August, 2009 ruled out any talks with Pakistan at any level. The Prime Minister is contradicting his own words in this matter.

Her Excellency the President of India paid a visit to Russia on 4 September, 2009. In connection with the Teachers Day, she said that the teachers were doing a valuable service to India.

The Economic Times on 1 September, 2009 said that the Union Government decided to sell the land belonging to the Finlay Mill - public sector NTC Mill- fixing the reserve price at Re.1000 crore. The unconstitutional nature of the sale had been pointed out earlier in this work. The Government must bring this to the notice of the people before auctioning it.

The Army Chief of Staff on 2 September 2009 expressed his concern over the missiles in Pakistan. The Chinese naval base in Pakistan is far more dangerous than the nuclear weapons of Pakistan. Therefore, India must ask Pakistan to get rid of this naval base. This is not to say that India must go to war with Pakistan at all. This is only to say that the leaders of the neighboring countries- Nepal, Bhutan, Bangladesh and Maldives- that do not give any base to China alone would get the red carpet welcome of India.

The Chairman, Staff Selection Commission on 4 September, 2009 said that there was a proposal to give certain quota for each State. It is consistent with this work. This must be extended to the Indian Institute of Technologies (IITS) and public sector banks.

The Government of Tamil Nadu State on 28 August, 2009 implemented the UGC scale of pay for its college teachers. A copy of the last email sent to the President of India had been sent to the Chief Minister of Tamil Nadu State. The announcement came within days of the receipt of the letter. It might have been a mere coincidence. Now a Committee has been appointed to give ‘full’ Sixth Pay Commission benefits to the State Government employees. If the Chief Minister were ready to use his influence, the Selection Grade college teachers with a certain years of experience would get a higher ‘Pay Band’ for parity. Similarly, as the Chief Minister of Tamil Nadu State possesses part of the mandate to rule India, he could see that all State Governments implement the Sixth Pay Commission salaries to their employees. Above all, the Chief Minister could secure FREEDOM to Indians.

The Chief Minister of Karnataka State paid visit to China on 4 September, 2009 to woo Chinese industrialists to his State. If the Union Government had exchanged the last email sent to Her Excellency the President of India with the Chief Ministers, the Chief Minister would not have gone to China.

The Indian Army Chief of Staff on 6 September 2009 disclosed that the Chinese Army had entered 1.5 kilometer inside India. This happened presumably because India partially banned the import of Chinese net equipments.

The public sector Oil India Limited sold 21.5 per cent shares on 7 September 2009. Some other PSUs bought part of the shares. It is arbitrage trading. Further, the Government did not apportion the shares among the States. As the Government did everything without exchanging this work with the people, it is grossest wickedness.

Protesting over an end-use monitoring deal with the USA, the opposition parties on 21 July, 2009 staged a walk out from the Parliament. Due to the growing military might of China, India might be seeking the support of the USA.

China and India vowed to further trade ties. They set a target of $60 billion by the end of 2010.The people must be allowed to discuss the pros and cons of strengthening trade ties with China at the cost of the security of India.

The IMF approved a $ 2.6 billion loan to Sri Lanka on 27 July, 2009. Some countries also are helping Sri Lanka in the name of the Tamils.

Militant people killed two soldiers in the Chhattisgarh State on 26 July, 2009.

The first meeting of the Empowered Group of Ministers set up to fix the price of the 3G spectrum was postponed on 27 July, 2009. Apparently, some members are considering the suggestion of the present writer in this matter.

The Chairman of a big Indian private Company on 28 July, 2009 alleged that the Government was indirectly helping a gas Company of his brother to reap a profit of over Re.50,000 crore through a wrong Production Sharing Contract (PSC).

Despite several Budgets, the Government has no money to give old age pension. It has no money to build roads, ports or air ports. It has no money to exploit the natural resources. It has no money to fill up the regular vacancies. No State Government has extended the Sixth Central Pay Commission benefits to their employees in full. No State Government has implemented the UGC Pay Scales to the College Teachers. But the Government is allowing a boy to take Re.50,000 crore from a natural resource!

A Pay Commission on 28 July, 2009 recommended a three-fold salary hike for judicial officers. It is consistent with this work.

China on 29 July, 2009 agreed to place a US dollar deposit with the central Bank of Sri Lanka. It was to strengthen long term economic ties between the two countries.

Militant people killed two police personnel in the Orissa State on 31 July, 2009.

The CBI on 31 July, 2009 arrested the son of a former Union Minister for accepting a bribe of Re. 1 crore.

A private Hotel Company acquired the main iron gate of the erstwhile Madras Prison. The Company plans to exhibit it in its Hotel.

All old structures must be protected. Recently, Germany shifted an old church to a new location to enable coal mining. India also must consider similar ways to protect old structures. The road side inns and load carriers are vanishing daily. A few that remain must be protected. The big stones removed from old bridges could be kept in a nearby place for public viewing.

180 Members of Parliament on 31 July, 2009 requested the Prime Minister of India to take action against a Union Minister for making an unsuccessful attempt to contact a judge of the Madras High Court in connection with a case.

The National Security Council (NSC) met on 1 August, 2009 to discuss the sudden infiltration of China in Arunachal Pradesh. The deliberations were not published.

The newspapers on 3 August, 2009 reported that Russia was building a nuclear reactor in Myanmar under international safeguards. The Government did not reveal this before signing the agreement. Though late, India must persuade Russia to abandon this project. Russia would hesitate to do anything inimical to India.

There were also reports that North Korea was helping Myanmar to make a nuclear bomb within five years. North Korea also must be requested to desist from giving any nuclear know- how to Myanmar.

The present writer underwent an operation for six hours on 6 August, 2009 to remove an outgrowth from his head. Evidently, the people must take up this work.

India on 6 August, 2009 paid $1 million to Sri Lanka for upgrading the air base in the Tamil area of Sri Lanka. India is even now giving money without getting anything in return.

India is not giving the reason for giving military training to the Tamils. However, it must be noted that Sri Lanka had permitted Pakistan Air Force planes to refuel at Colombo during the liberation war of Bangladesh. In order to take vengeance on Sri Lanka, India convinced the Tamil boys that power flowed from the barrel of the gun and instilled them to fight for their rights. Assuring all supports, India gave military training to them in 14 camps. India thus exported terrorism to Sri Lanka. In the parlance of to -day, it was cross border terrorism. Obviously, the Tamils - quite unwittingly- responded to the security concerns of India.

A permanent naval base for China in Sri Lanka is far more dangerous than a temporary refueling facility extended to Pakistan.

India and China on 8 August, 2009 decided to hold the year of friendship with China in India.

Anything could be achieved through true friendship. China should have handed over the territories captured by force to India. China did not do so. It should have carried out the border talks with sincerity. But it is not doing so. China is even entering Arunachal Pradesh intermittently. Therefore, there cannot be true friendship with China now.

The New Indian Express on 11 August, 2009 said that a Chinese strategist –through his blog-wanted his country to break India into 20-30 States.

In this connection, it must be noted that this writer is publishing this work in a blog. But the newspapers are covering up this. When a man in China puts something in a blog, the newspapers are discussing it. The reason is that some Union Ministers might have wanted to give the 3G spectrum and the public sector BSNL to the States. This would make the State Governments financially sound. The manipulators cannot relish this. One way to prevent this is by disseminating similar news.

The President of Sri Lanka on 10 August, 2009 said that some South Indians were supporting the Tamils.

The militant people killed a man in the Kashmir State on 12 August, 2009. On the same day, army killed three militant people in the Orissa State.

The CBI on 13 August, 2009 arrested a cargo official and a clearing agent for bribery at Chennai port.

The President of India on 14 August, 2009 said that the public fund meant for welfare schemes should not be pilfered out by corrupt practices. She considered an enlightened citizenry as the greatest asset of the nation.

The Union Government on14 August, 2009 disclosed its intention to sell the 49 per cent residual share of the BALCO to Sterlite Company.

It must be reiterated that a guideline devised by the Union Cabinet in 2001, disqualified Sterlite from buying the shares.

The Naval Chief of Staff on 13 August, 2009 said that China had been encircling India by building strategically located dependency ports in Myanmar, Sri Lanka and Pakistan.

India is revealing this only now. Evidently, China is antagonizing India deliberately. India must request China not to build ports in the neighboring countries of India. The President of India could utilize her visit to China for this. At the same time, India must request the neighboring countries not to give any naval base to China.

Sri Lanka on 13 August, 2009 signed two development projects worth $ 350 million with the Exim Bank of China. The New Indian Express on the same day said that China had been wooing Sri Lanka by developing a special type of relationship with its Buddhists.

The media now said that the Government was contemplating to sell the shares of the public sector Oil India Company very soon to garner Re.3000 crore.

A newspaper on 14 August, 2009 said that the initial public offer (IPO) of the public sector NHPC that started on 7 August, 2009 was subscribed 24 times. The NHPC got about Re.6000 crore by selling 10 per cent of its shares. In this matter, the Union Government rejected the consistent demand of this writer to reserve the shares for the people of various States. The sale - in the present manner - would undermine the unity of India. Therefore, the sale is out and out unconstitutional.

After selling the shares worth about Re.60,000 crore for Re.6000 crore, the Prime Minister on 15 August, 2009 declared that the act of taking special care of the deprived sections of the society could not be considered as appeasement! One or two other leaders did not talk anything but, as usual, danced with the poor people. Naturally, the sale went unnoticed.

The people of Kerala would not have bought shares worth even Re.10 crore. Many other States are similarly related. In this way, the assets 0f all States in the Public Sector Undertakings (PSUs) could be alienated without any difficulty. The Union Ministers from various States did a great disservice to their own people in this matter.

If a referendum were conducted for the above matter, the Government might get the support of the 90 per cent of the people. 90 per cent of the Members of Parliament would follow suit. The Supreme Court also would support the Government. Yet, the Government of India should not think like this. Then only the people would survive. The FREEDOM of the people is similarly related. However, the Government is not amenable to any reasoning.

Army on 16 August, 2009 killed a leader of a militant organization in the Kashmir State.

Addressing a joint Conference of the Chief Ministers and Chief Justices, the Prime Minister of India diverted the attention of the participants to the pending cases.

The Chief Justice of India played a complementary role to the Prime Minister in the above meeting. He did not utter a word for the FREEDOM of the people. Therefore, the people might not get FREEDOM during the tenure of the present Chief Justice of India.
