Letter No.713

To
The President of India
New Delhi
Your Excellency
The last letter was submitted to the President of India and the Supreme Court of India through email on 26 February 2019 at 1 P.M.
Next day, the Indian media said that two Indian fighter jets had to cross the border to chase two intruding Pakistani F16 fighter jets. In the dogfight that ensued, Pakistan downed an Indian MiG 21 in its territory and captured its pilot. India recovered AMRAAM anti air to air missiles that can be used only on the F-16.
‘Pakistan teaches India a lesson’, ‘Dastardly Pakistan’, ‘Stay calm and back India’, and ‘Use missiles and strike back’ are some of the war monkeying comments of the Indian TV channels. Rajini Vaidyanathan of the BBC said that the very thought of challenging the official version was the equivalent of being anti-national in India.
Instantly, India decided to attack Pakistan. Many airports were shut down. Indian army crossed the border in many places.
Addressing a meeting in Delhi, on 27 February 2019, Prime Minister of India Mr. Narendra Modi disclosed that he had granted power to the armed forces to retaliate.
While he was talking like this, an officer handed over a paper to him. Mr. Modi went through the paper. He did not utter any words after that and returned. One or two TV channels reported it instantly. He might have met the President of India. But the media did not report it. He had some meetings with the Union Cabinet and with the chiefs of the armed forces. One or two TV channels instantly reported it. After that, India decided to de-escalate the tensions and the airports were opened. One or two TV channels murmured it.
What is the reason for the revulsion?
The President of India - the Supreme Commander of the armed forces - this time, was very alert to act on the last letter – the letter No.711 dated 26 -2-2019. He firmly asked Prime Minister Mr. Narendra Modi to unilaterally de-escalate the tensions forthwith and the latter was left with no other alternative.
However, what the present man knows is his last letter and the above developments. The President of India alone knows the other things that happened on the eventful day.
Thus, the present man rescued Indian and Pakistan from perdition.
Though India lost the dogfight to a superior aircraft, India won the war on 27 February 2019.
If the present man can lead India latently like this without the support of the people, why can’t he lead the nation patently with the support of the people? Everyone would tell that the present man was the only man in India to strike a discordant note at the moment of maximum danger under Prime Minister Mr. Modi.
For this, the Supreme Court of India must adjudicate this letter. The people must know its award. What is the use in asking the people to stand in long queues to vote for Prime Minister Mr. Modi or Mr. Rahul Gandhi before allowing them to know this? What is the difference between them? If the ruling class asks Mr. Modi to take a break, Mr. Rahul Ganghi would win. Otherwise, Mr. Modi would win.
The media did not immediately report the decision taken by India to de-escalate the tensions. To face India, the airports in Pakistan had been under shut down for three days. But Prime Minister of Pakistan wanted to avert a war. Therefore, he said, “After the Pulmava attack, I made an offer to India that we were ready for any type of investigation they wanted. They suffered casualties in Pulwama and I know how distressed the families must have been because we have had around 70,000 casualties over the past ten years. I have been to many hospitals over the past ten years and have seen bomb blast victims, some with no legs, some with no arms. They cannot walk, some cannot see. I know how families of those who have passed away and those who have injured feel. That is why we made a straight offer to India for whatever type of investigation they wanted. If any Pakistani is found to be involved, Pakistan is ready to co-operate with you fully. We said this because it is not in the interest of Pakistan. Therefore, we were ready for total co-operation. There is no dispute in this.
But I had the misgiving that, despite all these, India would take some sort of action. That is why I told them that if they took any action, we would be compelled to respond. No sovereign country can allow another to decide that a country has committed a crime, to become a judge, jury and executionary and carry out such activities on its soil. I had these misgivings because there are elections in India and I felt that because of this, some kind of action would be taken.
Therefore, I told India that we would have to retaliate. So, when the action was taken by India yesterday, I had talks with the army chiefs and the air force chief. We did not take action in the morning because there was no complete information about what damage we had suffered. We knew that it would have been very irresponsible on the part of Pakistan to take action if we had not suffered any casualties ourselves. That is why we waited and took action today. It was our plan, that there should be no collateral damage, no casualties.  We only want to tell India that we have the capability, if you come and carry out an activity on our land, we can also come over and do the same in your land.
In retaliation to Pakistan, two Indian MiG 21 fighter jets crossed the Pakistan border. They were shot down. I also want to say that the pilots are with us. The problem is where do we go from here. This is very important. I am now addressing India, it is very important at this stage that we use wisdom and insight.
There were miscalculations in all the big wars in the world. No one realized where the war started would lead.
The First World War was supposed to end in in a month. It took six years.
In the Second World War, Hitler thought he would conquer Russia. But he had not realized that it would be delayed until the Russian winter and he was destroyed.
Did America ever believe that they would get struck in Afghanistan for 17 years? Did it ever believe that the Vietnam War would go that far?
World history tells us that there were miscalculations in wars.
But my question to the Indian Government is, given the arms that we and you have, can we afford any miscalculation. Should we not be thinking that if this escalates, were will it lead to? It will neither be in my control nor in the control of Mr. Narendra Modi. That is why we once again invite you to talks. We are ready. We told you that if you want any type of dialogue on your Palwama Tragedy which has caused you distress or on terrorism, we are ready. But I will tell you, again, that, at this time, better sense should prevail.
We should resolve our problems by sitting down and talking.
Thank you.”
His above talk won praise from the Pakistanis and the Indians. A minister in Pakistan together with many signatories recommended Nobel Peace Prize to him. If the people in India had known what the present man did, they might have recommended him also for the same.
Russian Foreign Minister Sergey Lavrow offered to mediate as well as providing a venue for talks between India and Pakistan. The Secretary General of the United Nations offered his good offices for de-escalation. The USA, China, Saudi Arabia and many other countries requested India and Pakistan to exercise maximum restraint. None knew the fact that India took a unilateral decision to de-escalate the tensions as early as on 27 February 2019.
When the news of the de-escalation appeared in the media, Pakistan Prime Minister Mr. Imran Khan, to total surprise of everyone, was very quick to hand over the Indian pilot to India.
India has not seen a civilian government in India in the last 20 years. Some say that Prime Minister of Pakistan Mr. Imran Khan works under the order of the armed forces of Pakistan. Some in India even say that many army officers in Pakistan are businessmen. But, the fact that Mr. Imran Khan released the Indian pilot within 48 hours of his arrest shows that he is heading a government with great civilian character.
The people all over the world had no clue about what happened between ‘retaliation’ and ‘de-escalation’. They simply rejected everything as a dark dream.
India’s Ambassador to Russia, on 2 March 2019, said, “The situation is already stabilizing and stabilizing rather quickly”.
Prime Minister of India Mr. Narendra Modi, on 2 March 2019, said. “The entire country is feeling the absence of Rafale fighter aircraft. The entire country is saying, in one voice, today, what all could have happened if we had the Rafale. The country has suffered a lot due to selfish interest earlier and now politics over Rafale.
Thus, Prime Minister Mr. Modi acknowledged that India, for the first time, suffered defeat in the hand of Pakistan in an aerial clash.
In this connection, it must be noted that the Supreme Court of India converted India into a rogue country. In fact, India is the No.1 rogue nation in the world. Therefore, the USA would continue to maintain the present balance of power. It openly acknowledges this. If India buys the Rafale, the USA would supply a better one to Pakistan. The fact that the USA distrusts Pakistan is a different matter.
To a question, Union Minister Mr. Arun Jaitely, on 2 March 2019, said, “We are living in a world without complete information”.
Thus, he indirectly said that the people would not know the repercussions of the last letter.
Simultaneously, Pakistan detained hundreds of militant people. It seized 182 schools. Its actions inspire confidence although it is not ready to hand over some militant people to India.
A Mr. Amit Varma, in The Times of India, on 3 March 2019, described the effect of the last letter on Prime Minister Mr. Narendra Modi as follows. “One, strategy dictated that he must not escalate because Pakistan in a nuclear power. Two, politics dictated that he must”

The New York Times, on 5 March 2019, said India -Pakistan conflict was a parade of lies. Apparently, it is aware of the last letter. However, the USA acknowledged that there were a lot of private efforts behind de-escalation.
Speaking at a public function, on 5 March 2019, Prime Minister of India Mr. Narendra Modi, among other things, said,
“The opposition is trying strike me while I am trying to strike terrorism.
Some people are criticizing me. They are free to criticize me but their anti-Modi tirade should not help terrorists like Masood Azar and Hafiz Saeed.
One challenge before the country is that some people are opposing their own country. When the entire nation is standing with the armed forces, some people are casting doubts on them.
Is this the way you are serving the national interest? You may question me on my policies. You may not trust me, but at least trust the armed forces. Don’t raise questions over their valour.
It is ‘my nature’ to give a fitting reply. We will enter their homes and eliminate them. Even if they hide deep under the Earth, we will drag them out and eliminate them.
It is our policy to hit enemies inside their territory. I don’t want to wait for long.
Some say that the driving force behind my action is the coming election. Was there any election when I conducted the surgical strike for the first time?
We have been affected by the terrorism for the last 40 years. I don’t care for power. I am only concerned about my country’s security.
India’s unity has scared many within the country and outside. I can say with full confidence that the 21st century belongs to India”.
What Prime Minister of Pakistan said must be compared with what Prime Minister of India Mr. Narendra Modi said.
If he is a very bold man, he could have entered the Supreme Court of India to chase away the judges for denying freedom to Indians.
It is customary for the Indian government to murder its soldiers for gain. Prime Minister of India Mr. Narendra Modi too wants to murder them for gain. He utilized the Palwama terrorist attack to alienate not two but five air ports. This violation against the Constitution is not the first of its kind committed by his government. Article 39 prohibits this. Any violation must lead to restitution and punishment. The people are entitled to compensatory damage also.
Further, consistent with ‘his nature’ he pushed the armed forces to make another Godra if not a full- scale war. In the Godra violence, the court punished a top lieutenant of Mr. Modi. In the present issue, his top lieutenants did not stand by him. They did not get the critical energy badly needed to defy the letter of the present absent class citizen. He could strange this work until the last day last minute in office. Yet, for a moment, India was under the civilian rule.
His prime ministership now reminds ‘Blue Jackal’ story.
Further, the language of the Prime Minister of India shows that India and Pakistan must debate the question of abandoning the nuclear devices.

On 7 March 2019, the Supreme Court of India bench comprising Chief Justice of India Ranjan Gogoi and justices SA. Bobde, DY Chandrachud, Asok Bhusan and SA. Nazeer appointed a three-member panel- spiritual guru Sri Sri Ravishankar and senior advocate Sriram Panchu as members and former judge of the Supreme Court of India FM. Kalifullah as the chairman - to mediate the Ayodhya dispute.
The parties must have voluntarily chosen an impartial judge for mediation. They must have agreed in advance to accept as final and binding the decision taken based on the merits of the case.
However, the standard method is ‘a panel comprising three impartial and intelligent men known for their probity and understanding, two to be chosen by the disputants, each having the choice of one and the third by those two. Three men thus chosen shall declare their decision. Such decision is to all intent and purpose to be as binding on the parties as if it had been given in the Supreme Court’.
In the present case, the court -despite a few letters- has imposed its panel on the disputants. It shows that the bench has an interest in the outcome. To do justice, the judges require a fairly strict minimum standard. Otherwise, they will not understand the utility of well-meant counsels

The Election Commission of India declared the General Election schedule on 7 March 2019. The announcement shows that the Supreme Court of India and the President of India ignored the demand of the present absent class citizen to defer the election.
The judges of the Supreme Court of India are expected to recognize the fundamental principles of the constitutional law such as those concerning the elections
The absent class citizens are prejudiced by the failure of the court to adjudicate 711 meritorious letters.
However, it is the duty of the present man to inform the judges as fully as possible about the issue they are expected to resolve.
Therefore, it is imperative that the present absent class citizen must carefully analyse and synthesize the important points of the letters and place them, once again, before the judges to arrive at the ultimate conclusion.
The newspapers had been publishing the views of the present man for nation building till 1996. For instance, The Indian Express published several letters. They suddenly stopped publishing letters. Therefore, letters were sent to the Prime Minister of India, chief ministers, national leaders, Members of Parliament, many members of State Assemblies. None revealed the contents to the people. This led to the realization that the Indians have no freedom of expression.
Thus, the present man approached the Supreme Court of India only after exhausting all methods for achieving freedom to Indians.
Everyone knows that the government cannot give employment to all and that private initiatives must be encouraged for the prosperity of the nation. This does not mean that Article 39 of the Constitution of India could be abridged by the government or by the courts.
Thus, as early as in 2001, the present man told the Supreme Court of India that it broke the Constitution of India from within by saying that policy decisions cannot be questioned by the court. The court should have adjudicated that letter because adjudication is justice. The unusual silence of the court proved that the Chief Justice of India stands for injustice and not for justice. Yet, the dominant theme is the Article 19 of the Constitution of India.
The judges of the Supreme Court take judicial notice of many widely known facts - private disputes and even family problems. The subject of these letters belongs to the general topic of judicial reasoning. But it involves a substantial question of law. The Constitution of India has delegated sufficient authority to the Supreme Court of India to remedy the grievances that involve broad question of policy or constitutional interpretation.
The present man said that commonly accepted meaning or the ordinary dictionary meaning of the words - ‘democracy’ and ‘freedom of expression’ - must be taken. Then it was pointed out that the restrictive clauses cannot undo the main clauses.
The rich and the vociferous sections do not require the protection of the Supreme Court of India to seize power. They seize power using money power that includes their power to suppress the voice of the 1300 million absent class citizens. But the voiceless absent class citizens need the protection of the court to assert their constitutional rights.
But court does the opposite now. It shields the rich and deny the rights of the absent class citizens through its refusal to process the grievances. The people are being forced to elect the mediocrity if not the criminals. This affects the governance of the nation. The things that happened after the Pulwama attack is a quintessence for this.
The present absent class citizen tried his level best to be heard. The media disqualified everything. The present man  published his work through books. At least seven books deal with the rights, duties and responsibilities of the citizens, courts and the President of India. The books such as ‘The Pranab Effects’, ‘We Will Strange You’. ‘Chief Justice Rangan Gogoi’ are examples. But the rich and the powerful keep these books away from the eye of the people even in this electronic age.
The present man demanded the detention of the Union Cabinet Ministers. As they have violated the constitution of India for unjust enrichment, a penalty in the form of detention for four months prior to the election is a reasonable one. In the present situation, the ends of justice are defeated or unconscionably denied because they knowingly and repeatedly violated the constitutional provisions. The good faith of the Cabinet Ministers cannot be applied because the absent class citizens have suffered great loss from the violations of the Constitution.
The President of India has no authority to waive the strict performance of the Article 19 of the Constitution of India. He simply failed to realize the ramification of the of the Article 19 of the Constitution of India. Therefore, one would say that it is not the unilateral mistake of the Supreme Court of India but a mutual mistake of the Supreme Court of India and the President of India. They mutually dissipated the Constitutional benefits of the citizens. If it is due to their lack of understanding of the Constitution of India, they should not hesitate to take remedial measures now.
This is letter No.712
This letter is being submitted to the President of India. The same letter is sent to the Supreme Court of India also.

Your Excellencies
The Supreme Court of India, today (26 February
2019), suggested a court appointed mediator to solve
the Ayodhya dispute. It would pass an order on 5 March
2018.
Chief Justice of India Ranjan Gogoi tends to be
impartial. He is not particular that the case must be
heard by him. Further, he is, apparently, not interested
in the outcome of the case. These two factors, for the
first time, make him a competent chief justice.
Someone might say that the usefulness of the
Supreme Court of India would be reduced when it tries
to mediate.

However, mediation would be a better tool than
adjudication if the parties see eye to eye. Otherwise, the
parties might ultimately favour the adjudication.
The problem with court appointed mediator is that
he would not be impartial.
In fact, no man would be straightforward in all
issues. This is a limitation imposed by the Nature.
Therefore, the Chief Justice of India could have
asked the parties to choose a mediator. The condition is
that they must give an undertaking to abide by the
decision of the mediator.

The Indian Air Force (IAF) carried out a surgical
strike at a terrorist camp in Balakot in Pakistan, 350
terrorists were killed. The armed forces must be
commended. But, it must be treated as a routine action
rather than as an act of vengeance.
It should not be clubbed with the Pulwama attack
because it is customary all over the world to strike at
the terrorists.
The TV channels have not ended the discussion on
the strike. They have no other thing to discuss today.

The opposition parties also stimulate the
Government.
Prime Minister Mr. Narendra Modi had been using
the word ‘vengeance’ repeatedly after the Pulwama
attack.
The present man thought of cooling him down.
Therefore, the present man commended him saying that
he did not allow the militant people to achieve their
objectives by starting a war with Pakistan. The present
man achieved his objective because a possible war
ended with some war games.
Now, there must be some bad elements in Pakistan.
Their objective must be the destruction of Delhi,
Mumbai or Gujarat.
The present man is interested in protecting these
places rather than destroying Pakistan.

According to a report on 26 February 2019 (today),
the Government of India alienated the Trivandrum and
the Bangaluru airports to a promoter of the Prime
Minister of India, the Adani Group. The words used
were ‘operating and managing’ and not privatization.

Now the King of Travancore or Government of
Kerala is not the owner of the Trivandrum airport but
‘The Adani Enterprises Limited (AEL)’! This is nothing
but the circumvention of Article 39 of the Constitution
of India. In fact, this decision subverts the Constitution
of India.
Formerly Prime Mr. Minister A.B. Vajpayee
alienated the BALCO, VSNL, IPCL and 31 other PSUs
(Public Sector Under-takings). He did it when everyone
went on talking about his Kargil War.
Former Prime Minister of India Dr. Manmohan
Singh alienated the natural assets and the public money
in the Provident Fund and the Pension Fund while the
media diverted the attention of the people to Indian
interests in the Sri Lankan War against the Tamils.
Prime Minister Mr. Narendra Modi alienates the
public assets after focusing the attention of the people
to the Pulmava attack and the present surgical strike. He
boasts like Hercules although the credit must go to the
armed forces. But he does not utter a word about the
privatization of the Trivandrum and the Bangaluru
airports because he shivers like a rat to accept
responsibility. He might have done it in the hope that
the impending Balakot strike would mask this.

However, the privatization happened because of the
failure of the Supreme Court of India to adjudicate 710
letters in time.
Therefore, unless the privatization is not stayed
immediately, the Chief Justice of India and all other
judges of the Supreme Court of India must be arrested
and prosecuted.
The media today (26-2-2019) said that the Election
Commission of India is to announce the General
Election on 7 March 2019.
Any election before granting freedom to the people
is an unconstitutional action.
There exists an erroneous belief that the outcome
of the election in India is determined by the people. It is
not true. It is determined by the Supreme Court of India
Mr. Rahul Gandhi helped alienate the natural
resources and the public money by doing violence
against Articles 39 and 19 during the rule of Dr.
Manmohan Singh.
Prime Minister Mr. Narendra Modi alienated the
natural assets by doing violence against Articles 39 and
19. Further, he subverted the Constitution of India in

the pretext of a gas subsidy policy and an offset clause
policy.
Therefore, they betrayed the trust of the people.
Yet, the Supreme Court of India projects them as the
potential prime ministerial candidates.
The employee should be encouraged not only to
present their complaints but also to present them while
they are still “warm”. Further, there is prohibition
against discriminatory employment practices.
When the teachers undertook a strike for pension in
2003, the court banned it. It justified the dismissal of
over 2 lakh employees. More than 20 employees died of
heart attack. They had to withdraw the strike. They
escaped due to the intervention of the present man and
the then President of India, Dr. A.P. J.Abdul Kalam.
The teachers again resorted to strike after their
demands for pension vent in vain for over 16 years. The
court asked them to withdraw the strike. ’You are
teachers. You strike work? You must be role models to
the students. Will any sincere teacher undertake a strike
at the time of examination? You agreed to work without
pension. Why do you demand it now? You draw huge
salary. Yet you strike work! Can you see the people
without any employment? 70 per cent of the income

goes for your salary. Is it not sufficient?’ These are the
words uttered by the court.
But for the intervention of the present man, many
might have died of heart attack.
After the withdrawal of the strike, the Government,
as usual, said, ‘No work. No pay’.
The learned judges of the Supreme Court of India
are also public servants. Unlike all others, they draw
salary from the Consolidated Fund of India so that they
would not go without salary even during a tight money
period. The reason is that if they fail to adjudicate the
petitions, democracy would not survive in India.
But, the learned judges of the Supreme Court of
India failed to adjudicate 710 meritorious petitions.
Even the adjudication of one letter might have
changed the Government. Is it not dereliction of duty?
Are the charges levelled against the teachers by the
court not applicable to the judges? How can they draw
salary if they cannot or do not do their only duty?
Now, they project ‘two sore parts’ in India as the
prime ministerial candidates. They tell the people that
they can vote for anyone of them. They say that there
are no people apart from them! What a calamity is this?

The learned judges must conduct the election as
demanded by the present absent class citizen.
This does not mean that they must ask the people to
vote for the present man. This is only to say that they
must bring the salient points of letters to the notice of
the people preferably through adjudication to make
them aware of the factors that block their progress.
They must project the success stories of all people
irrespective of their caste, religion and place of birth.
Let the illiterate absent class citizens choose anyone
after this exercise.

The Prime Minister of India, Mr. Narendra Modi, washed
the feet of four or five sanitary workers yesterday. The media
gave great coverage to this again and again.
Former Prime Minister of India Mr. A. B. Vajpayee
touched the feet of a poor woman from the Tamil Nadu State,
Mrs. Chennapillai, for alienating the public assets like the
BALCO, VSNL, IPCL, HZL without her knowledge.
The present Prime Minister of India, Mr. Narendra Modi,
washed the feet of the sanitary workers for keeping the present
man away from their discerning eyes. Is it right on his part to do
like this after taking away their right to know men and matters?
Is he not treating them like animals?

Union Finance Minister Mr. Arun Jaitely, on 24 February
2019, said that some people did not contest for a seat in any
local bodies, but they aspire to become prime ministers.
It is not necessary that a man must stand in a local body
election prior to becoming the Prime Minister of India.
However, any aspirant must ‘fairly and adequately’ represent the
absent class citizens to become the Prime Minister of India.
Dr. Manmohan Singh had been a bureaucrat. He did not
enter in any electoral contest to secure the votes of the people.
He was a representative of the vociferous section of the people.
However, he used to say that he possessed the power of the
ballot box. He repeatedly teased the militant people to seize
power through the ballot box. Above all, he told the Supreme
Court of India that he was a resident of the Assam State.
He functioned as the Prime Minister of India for 10 years,
denied freedom to Indians and alienated their resources in the
pretext of a New Economic Theory.
The present situation is a different one.
On one side, there is unlimited manipulated money and
everything that goes with it. They are the embodiments of
corruption. The leaders enjoy the mass support. The people
believe that there are no people apart from them. All the TV
channels and the newspapers continuously glorify ‘a pair’ of
people. Did they do anything to the nation while in power?
Nothing. They alienated the public resources to their promoters.
They represent the vociferous section of the people.

In contrast, the present man has no money or mass support.
He says that he ‘fairly and adequately’ represents the voiceless
absent class citizens.
How can a man represent all absent class citizens? This
happened because the Supreme Court of India chose not to
deliver judgements over his letters. If they had judged the letters,
the present citizen might have become a prime minister along
ago.
Could the Supreme Court of India refuse to deliver
judgements? If there is rule of law, it is not possible.
But the act of delivering judgements is not easy.
The first point in the first letter demands the court to
abolish the policy of bulk buying to avoid big commission. The
demand is a constitutional one. But, the judgement would affect
A, B or C.
The second point demands the court to give contract works
in pieces. Any judgement would affect the interests of X, Y or
Z. Therefore, the judges chose not to judge the letters. Thus,
advocate Mr.Prasant Bhusan obtained over 709 judgements for
mere mentioning. In contrast, the present man got no
judgements for 709 meritorious petitions.
The present Chief Justice of India can recall all retired
judges to give their verdicts to the meritorious letters they
received during their time. Or he can devise any other method to
dispose of all letters. Anyone would say that he is now woefully
overburdened because his predecessors did not do their duty.

After removing salary from the consolidated fund of India,
the chief justices should not have failed to do their duty. The
present man pointed out this long ago.
If the court fails to respond to a grievance within a
specific time, the alleged grievance must be settled in favor
of the petitioner. This is the standard method followed all over
the world to settle grievances.
Therefore, the court must settle the grievances in favor of
the present absent class citizen
The Supreme Court of India ‘must necessarily survey the
broad spectrum of interests involved and determine where
the interests of the people truly lie’. Everyone must know this.
If the court thinks that the two men accused of alienating
the public assets ‘fairly and adequately’ represent the absent
class citizens, it can maintain the status quo.
Alternatively, if it thinks that the present man ‘fairly and
adequately’ represents the absent class citizens, it can defer the
elections to give adequate time for preparation.
The President of India also must contribute his share to
protect the democratic rights of the individuals in civil life.

Mr. Ram Nath Kovind
His Excellency the President of India

Sub: Enforcing freedom of expression –reg

The Prime Minister of India, Mr. Narendra Modi, on 6 May 2018, said that he placed the minorities in key positions. This is his reply to the inference that he transmitted a huge amount of public money to the Reliance Industries Limited (RIL) in the pretext of gas subsidy at the behest of Union Minister Mrs. Susma Swaraj.
His party says that it is opposed to the appeasement of the minorities. But he says that he placed the minorities in key positions.
There is no use in placing the dalits and the minorities in key positions if such people are not capable of giving freedom to Indians.

Delivering the convocation address at the Madras University on 5 May 2018, the President of India, Mr. Ram Nath Kovind, requested the students to give back to society in whatever way they choose.
This could be construed as a justification for this work. However, he also must do the same.

There are reports that the 2018 question paper for the NEET examination contained 49 wrong questions.
The Supreme Court of India must think over it.
A 11- judge bench allowed the State Governments to devise their own method of selection. A 13-judge bench alone could overtake it. Therefore, the NEET judgement is in conflict with that judgement.
The above matter was informed to all newspapers, TV channels, President of India, Chief Minister of Tamil Nadu State and 25 political leaders in the Tamil Nadu State.
The silent rule of the Chief Justice of India is that none shall approach him for remedy citing that judgement.

Two Congress Members of the Upper House of Parliament (MPs) - Mr. Partap Singh Bajwa from Punjab and Mr. Amee Harshadray Yajnik from Gujarat on 7 May 2018 challenged in the Supreme Court of India  Vice-President of India Venkaiah Naidu’s decision of rejecting the impeachment motion against Chief Justice of India Dipak Misra.
As it is a petition against a sitting Chief Justice of India, they brought this matter before a bench comprising justices Chelameswar and Kishan Kaul. Justice Chelameswar comes second in the seniority list of the judges of the Supreme Court of India.
After hearing Mr.Kapil Sibal and Mr. Prasant Bhushan – the advocates of the MPs- the bench asked them to mention the matter before the Chief Justice of India. As it is a case against the Chief Justice of India, the counsels pointed out the conflict of interest. Then the bench asked them to “come back tomorrow.”
Thus Justice Chelameswar killed the snake with his three humble and simple words. A bad faith conspiracy alone would give life to it.
The three words instantly converted the Chief Justice of India into one among the equals in the Supreme Court of India.
Now a learned judge of the Supreme Court of India can entertain a complaint against the Chief Justice of India if he thinks that the Chief Justice acts in bad faith.
The main complaint against the Chief Justices of India is that he concealed 561 letters sent to them to break the political monopoly of power. As a result, a citizen of India had to knock at the doors of others. This had the effect of denying freedom to Indians. The people are being denied the chance to check the contributions of the people and choose their own leaders.
The three words had the effect of stripping the judicial duties of the present Chief Justice of India. Thus, technically, the impeachment motion was passed without any voting.
India remains under the fingertip of the Chief Justice of India. Yet the three words made the Chief Justice of India to bite the dust.
Justice Chelameswar will be in the court for about ten more days. He would retire from service during vacation. However, he is now virtually the Chief Justice of India in- charge. He did not attend the court yesterday.
He must put right the public wrongs committed by the court. He must openly say that the court treated the people like animals by withholding the news generated by a citizen of India. Further, it is his duty to consider the question of implementing the award of the present man contained in letter No.591 dated 20-1-2018 for enforcing freedom of expression and various provisions of the Constitution of India..
He must note that by giving freedom, he is not obeying this man but the Constitution of India only.
However, realizing the dangers, the Government of India, within one or two hours, secretly asked the Chief Justice of India to constitute a Constitution Bench to clone another judgement to protect the Chief Justice of India.
The reason for suspecting governmental interference is that the Government of India has been directing the Chief Justice of India not to do anything that might lead to the liberation of the people.
Accordingly, a five-member Constitution Bench comprising Justices A K Sikri, SA Bobde, N V Ramana, Arun K Mishra and Adarsh K. Girl was constituted through an administrative order of the Chief Justice of India. In the seniority list, these judges stand from the sixth to the tenth position.
The four senior judges - Chelameswar, Ranjan Gogoi, Madan B Lokur and Kurian Joseph – were not considered for constituting the bench. The latent reason is their January 12 press conference. This proves that the benches are being constituted, in very bad faith.
Thus the Chief Justice of India pretended that he followed certain latent rules for constituting the benches.
But he should not have constituted the bench even before allowing Justice Chelameswar to complete hearing the case.
Thus he misused his authority. A person misusing his authority cannot function as the Chief Justice of India.
The advocates for the petitioners demanded the copy of the administrative order, if any, for constituting the bench. The five member bench repeatedly requested them not to rake up the matter. It asked them to argue the merits of the case to save the judiciary from disrepute.
Mr.Kapil Sibal did not oblige. He insisted that only after getting the administrative order would he decide whether to challenge it or accept it. The bench was frightened by the stand of Mr. Kapil Sibal. The bench thought that the conspiracy of the Supreme Court of India to deny freedom to Indians would come to the open.
Therefore, it expressed its reluctance to part with the administrative order. Then Mr. Kabil Sibal abruptly decided to withdraw the petition. After that, the bench dismissed the petition as withdrawn.
Here, the Chief Justice of India exercised his power without any right. The five judges should not have obeyed him.
By accepting an illegal order, the five judges proved that they are incapable for delivering justice. However, they did not get any time to think over the matter. Their future action alone would prove whether they did it in good faith or not.
Union Minister Mr. Arun Jaitely accused the Congress Party of fishing in troubled waters by taking a fringe position. Thus he indirectly said. “We are all one in denying freedom. We rotate the political monopoly of power and remove the public resources to live in luxury for generations. You take for 10 years and we take for five years. Why do you spoil this for fringe benefits?”
A representative of the ruling class, Mr. Shekar Gupta, said that by the act of moving an impeachment motion the Congress Party launched a nuclear missile so unthinkingly that it ended up taking it by surprise. He added that it sleep-walked itself and the country into an unprecedented institutional crisis.
Further, Shekar Gupta deplores that a new leadership has not developed in the last two decades.
After concealing this work for 17 years, he talks like this!

The Vice President of India is on a tour of three nations. He entered Panama yesterday after visiting Guatemala. Union Minister Jayant Singh is accompanying him. The latter’s name was seen in the Paradise papers. He did not deny it. Now, one would think that he goes to Panama to operate his Panama account. He must clear his name in the Paradise papers.

A minister in the Tamil Nadu State, Mr. Jayakumar, narrated the income and expenditure of the Government of Tamil Nadu State through newspapers. He did not disclose the reason why the income from the rare earth minerals goes into a few hands.
Madras High Court directed the police to book the public servants and others under Goonda’s Act if they abet the removal of sand.
The judges abet the removal of the natural resources. The court is silent about it.

This is letter No.634. A copy of the letter is sent to the Supreme Court of India also for the first time after the letter No.561.
The award of the citizen of India dated 20-1-2018 is attached herewith for enforcing freedom of expression.

The President of India has not given freedom to the people to know the contents of the 590 letters submitted to the President of India.
The learned judges of the Supreme of India have no power to amend, modify or rewrite their judgement.
In view of the 12 January 2018 four judge judgement of the Supreme Court of India, the present Chief Justice of India cannot constitute a bench.
However, the Chief Justice of India has some residual powers.
After a judgement, it is customary for the judge to stay his own order in order to enable the convicted person to obtain a stay from the higher court. That power is usually called residual power.
On 12 January 2018, a four judge bench of the Supreme Court of India declared that the Chief Justice of India cloned some judgements. 15 days have passed. Yet the Chief Justice of India has not denied the allegation and the court remains paralyzed. The judgement shows that the Chief Justice of India cloned some acquittals or convictions through the aid his confidantes. As it is a criminal offence, next senior most judge might have taken charge as the acting Chief Justice of India.
As the people are the ultimate judges in this matter, it is the duty of the acting Chief Justice of India to tell the present State of the Supreme Court of India to people all over India through proper and adequate press release.
The acting Chief Justice of India must choose a course that does the least violence to the judgement of a reasonable man.
In this matter, the President of India shall not induce the learned judges of the Supreme Court of India and the Government of India to commit more and more illegalities.
The following is quoted from the Constitution of India.
"The Indian Constitution is first and foremost a social document, and is aided by its Parts III & IV (Fundamental Rights & Directive Principles of State Policy, respectively) acting together, as its chief instruments and its conscience, in realizing the goals set by it for all the people."[Note 7][62]
The Constitution's provisions have consciously been worded in generalities, though not in vague terms, instead of making them rigid and static with a fixed meaning or content as in an ordinary statute, so that they may be interpreted by coming generations of citizens with the onward march of time, to apply to new and ever-changing and demanding situations, making the Constitution a living and an organic document.[63] Justice Marshall asserts: “It is the nature of (a) Constitution that only its great outlines be marked”. It is a document intended “to endure for ages” and therefore, it has to be interpreted not merely on the basis of the intention and understanding of the framers but on the experience of its working effectively, in the existing social and political context.
For instance, "right to life" as guaranteed under Article 21,[nb 1] has by interpretation been expanded to progressively mean a whole lot of human rights[nb 2]
In the conclusion of his Making of India's Constitution, Justice Khanna writes:
"If the Indian constitution is our heritage bequeathed to us by our founding fathers, no less are we, the people of India, the trustees and custodians of the values which pulsate within its provisions! A constitution is not a parchment of paper, it is a way of life and has to be lived up to. Eternal vigilance is the price of liberty and in the final analysis, its only keepers are the people."[67

As the present man, fairly and adequately, represents the people of India and as the last election was rigged by the present Chief Justice of India - consistent with the Preamble, Fundamental Rights and the essence of the Constitution of India- the President of India is directed to carry out the following award.
Award:
1.  The assets of all registered newspapers, TV channels and periodicals in charge of disseminating news and views would become Government property from today the 28th January 2018 and their management must go to the closest voluntary organization by distance. The judges shall not take any unilateral decision to defeat the essence of the Constitution of India.
16.      The present man will continue to remain in the present position subject to the approval of the people.
17.      The President of India must study the award. He must compare his award with this award. The award closest to the essence of the Constitution of India would prevail. The present Government must carry it out under the direction from the Supreme Court of India. In order to sort out any difficulties the officials can meet the present man with the permission of the Government of India.
18.      The award of the President of India will be final and his award cannot be questioned for errors in law or facts so long as the award is consistent with the essence of the Constitution of India.
19.      All conflicting judgments must be interpreted with reference to the Constitution of India and this letter. The Constitution of India would ultimately prevail. All others must be discarded.
20.      The President of India must release this award to the media immediately.

Letter No.621

The President of India is taking away the ‘life’ and ‘liberty’ of the people by concealing the letters of the present man from the eye of the people.
Mrs. Sonia Gandhi, on 13 March 2017, convened a meeting of the opposition parties. 19 Opposition parties attended the meeting.
Mr. Rahul Gandhi, the leader of the Congress Party, alleged that Union Minister Mr. Arun Jaitely protects his lawyer daughter in the Punjab National Bank (PNB) loan fraud case. The media sparingly reported this on 13-3-2018.
It is clear that the public money was removed from the PNB only at the instance of the Prime Minister of India, Mr. Narendra Modi and the Finance Minister of India, Mr. Arun Jaitely.
If the Prime Minister of India is not involved, he might have dropped Mr. Arun Jaitely from the Union Cabinet.
It must be noted that the words of Mr. Rahul Gandhi went unanswered. All unanswered charges would go down as proved charges                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                  At least Mr. Arun Jaitely could have said that Mr. Rahul Gandhi was levelling such charges out of personal                                                                                                                                             malice and filed a case for damages.
However, the President of India must accept full responsibility for the theft in the PNB. It is like the temple deity grabbing his own cash box because the President refuses to give freedom.

The militant people, on 13 March 2018, blew up a Mine Protected Vehicle (MPV) by triggering a powerful improvised explosive device (IED) at Sukma in the Chhattiagarh State killing ten soldiers.
The Government of India has not deployed such heavy weapons even in the borders with China and Pakistan.
When the Government tramples over the feelings of the people, some people forget their limits also.
50 kg of RDX might have been used to blow up the vehicle
The incident shows that a secret war is going on in India.
The manipulators want the natural assets and the people oppose it.
This is another dark day for Indians. The day must be declared as soldier’s day because the soldiers sacrificed their lives not for the freedom of Indians but for slavery.
When the armed forces killed six girls, the present man asked the Prime Minister to knit the bodies together to be used as a garland for the President of India,
Now, the President of India can knit the   bodies together to be used as a garland for the Prime Minister of India.
This happens because the source of the authority of Prime Minister of India Mr. Narendra Modi is the manipulators and not the people. He treats the people as his enemies.
‘We will make Mr. Narendra Modi the Prime Minister of India’. The manipulators said this long before the last general election.
They kept their word by imposing him as the Prime Minister of India.
Therefore, the earnest endeavour of the present man to mould him into a people’s prime minister failed. More than 365 letters, within a span of three years, did not save him from the clutches of the manipulators because he is not true to the salt he eats.
One day, a mother told her daughter that the son of a king wanted to marry her.
The girl did not relish the idea.
When her mother pressed, she said, “There are certain essentials in men. It will be a veritable hell for any girl to marry a man who lacks these”.
There are certain essentials in men to become the Prime Minister of India. It will be a veritable hell for the people to accept a man as the Prime Minister of India if he is devoid of any ideas to enlarge the freedom of Indians.
