PRIME MINISTER OF INDIA Mr. NARENDRA MODI:
THE GREATEST BRIBE

          The government, on 4 March 2015, began the second round of coal block auction.
          On the same day, the government got Re. 60,000 crore through the auction of spectrum.
           In this connection, the following points may be noted.
1.A local body buys bulbs worth Re.10,000/- per year and a person gets 10 per cent commission. All local bodies together spend about Re. 1000 crore in five years for this.
An auditor says that a state level tender would save Re.100 crore.
Accordingly, a state government invites tender after receiving Re.200 crore as commission.
The local bodies do not bother about the bulbs received. There is no mechanism to check them either.
The tender bid winner distributes the bulbs worth, say, Re. 200 crore to different local bodies and gets a huge profit.
2. A headmaster buys 1000 bi-cycles for free distribution. He gets 10 per cent commission. The total loss to the government is Re. 10 crore.
A man proposes a state level procurement to save money.
Accordingly, the government does get a profit. The ruling party gets Re.100 crore as commission.
The local traders are affected. Besides, quality is sacrificed.
3.In another state, the Managing Director (MD) of a public sector Transport Corporation buys 100 buses. The government could easily cross check the price by comparing it with other Corporations.
However, a middle man recommends state level buying. The ruling party corners huge commission.
Today, the price of a bus ‘x’ varies from state to state depending upon the commission. There is no authority to check it.
4.A liquor shop is auctioned after receiving Re. 1,00,000/- through the “Local Area Commander LAC)” of the ruling party as commission. Despite the bribe, the winner earns some money. The ruling party gets Re.500 crore per year.
An agent says that the state could save Re.1000 crore per year if the shops are auctioned in one lot. The government does save this amount even after receiving Re.2000 crore as commission.
The profit goes into the pocket of one person instead of thousands of people all over the state.
5.The ruling party gets 10 per cent commission for every contract work. Thus it gets Re. 1000 crore per year. Despite this, every contractor gets some profit.
A court directs the government to auction all contract works in the state in one go. The patent intention is to curb corruption.
A man bags the contract and undertakes the works through sub-contractors. He gets Re. 2000 crore as profit even after giving Re. 2000 crore as commission.
6. The post offices buy computers locally. The Comptroller and Auditor General (CAG) alleges corruption and wants to buy them in bulk.
          The union government buys all computers in one go through a bidding process. A hidden man corners huge commission at the expense of the job satisfaction of the public servants and the economic activity all over India.
7. The spectrum had been given to hundreds of people. Similarly, the minerals had been given to thousands of players.
The beneficiaries got a huge profit. They spread the money all over the world.
The CAG gave a suggestion to auction them.
While recommending this, the CAG concealed the cardinal principle in auditing i.e. the bulk buying (or selling) of anything involves big commission.
The first chapter of this work starts with the above point. 9 other points followed it.
After sighting this, former Prime Minister Mr. A.B. Vajpayee wanted the teachers to talk more.
For this, the ruling class sent him home.
But the CAG should not have connived at it.
He could have given a suggestion to run them directly through Public Sector Undertakings (PSUs) of different states.
This would have ensured at least three times more income to the states than what they get through auction.
Now all small players have disappeared. All natural resources have reached the hand of the ruling class.
Prime Minister of India Mr. Narendra Modi gets huge commission – not in cash but in the form of position.
It is the greatest bribe.
This is the reason why no Modi like person shall seize power.
The Supreme Court of India did great injustice in this matter in the pretext of doing justice.
It must put right the public wrongs committed by it without further delay.
