THE
JUDGES: LIE HIDDEN?
The Union Finance Minister, Mr. Arun Jaitley, presented the Union
Budget for 2015-2016 to the Parliament on 28 February 2015.
He put the total income at 17,77,477
crore.
The Budget provided for the creation
of a Micro Units Development and
Refinance Agency (MUDRA) with a
corpus of Re. 20,000 crore to fund small entrepreneurs.
The Mahatma Gandhi National Rural Employment Guarantee Scheme was
boosted by Re.5000 crore to Re. 34,699 crore..
A new gold bond scheme was announced.
Tax exemption for medical insurance
was increased to help the private insurance companies.
Ten year jail term was proposed for
keeping money in foreign banks.
An amnesty was also proposed for
the holders of black money.
As usual, the Budget was silent about
the money in the Provident Fund and Pension Fund. This is a disservice to
the nation.
The Congress Party, on 1 March 2015,
reacted to the Budget by saying that Prime Minister Mr. Narendra Modi had rewarded the corporate houses for making him
the prime minister.
Incidentally, this is the first time
any political party in India is coming near to the nucleus.
It attributed the position of a
prime minister to the corporate houses and not to the people.
However, the people did not notice this
good fortune.
The Prime Minister of India, Mr. Narendra Modi, on 3 March 2015,
roared that ‘threats’ do not work in ‘democracy’.
His predecessor used to talk of ballot
box to carry his point that he had been elected by the people.
The present prime minister talks of
democracy because his inner voice tells him that he had been elected by the
ruling class - mentioned in Chapter 337.
If there is democracy, he knows that
he would not get even ten votes of right thinking men.
In fact, he lies hidden from this work
with all associated fears.
Otherwise, why does he use the word ‘threat’?
The Parliament, on 3 March 2015,
passed a Bill to clear the uncertainty that unfolded due to the cancellation of
the coal blocks by the Supreme Court of India. It, among other things, allows
the government to increase the lease period of the mines from 30 years to 50
years.
Due to this Bill, the ruling class would
keep the present prime minister and his colleagues in luxury for generations.
In this connection, it must be
stated that United Front (UF) Government under Mr. H.D. Deve Gowda had delegated the mining sector to the states.
It is a policy decision. It is consistent with the Constitution of India.
Many states are exploiting the
minerals based on that order.
However, the political leaders in many
states consider the minerals as a property inherited by them. This is illegal
and it must be rectified.
The UPA Government under Dr. Manmohan Singh had secretly granted
several coal blocks to private parties without revoking the order of the UF
Government. This makes all allocations illegal.
Later, the Supreme Court of India
cancelled all coal blocks allotted to the private parties citing corruption.
After that, the court directed the
union government to auction the coal blocks. It is unconstitutional. At best,
the court could have directed the states to run them directly.
Now the Parliament has no moral or
constitutional right to enact any law that directly or indirectly seeks to
cancel the order issued by the UF Government.
As there is no Freedom, ignorance
governs the mind and tongue of the people. The prime minister exploits this to
favour the ruling class.
Therefore, the learned judges of
the Supreme Court must jointly and severally strive to open this work for
public discussion.
Just like the prime minister, they
shall not lie hidden from this work.
