Your Excellency
Mr. Rahul Gandhi, the leader of the Congress Party, on 26 March 2019, said that he would ensure Re. 6000/- per month to 20% of the poorest Indians.
It was the headline news of many newspapers in India.
It is a good idea although he might have distilled it out of this work. So, all people all over India would be lifted out of the poverty line immediately after the election. Even the NDA would be forced to follow it. Really, happy days are ahead of everyone.
The media reported his words because he allowed the then Prime Minister of India, Dr. Manmohan Singh, to send the money in the Provident Fund and the Pension Fund to unknown destinations. Besides, he helped alienate the natural assets.
The present man has been giving far more valuable ideas for the last 18 years. But the media is not ready to report them. The reason is that they think that the present man did not do anything profitable to them. Moreover, the present man says that the newspapers and the TV channels must be handed over to the voluntary organizations. They cannot fire at themselves.
No wonder that they do not report the views of the present man. When some good things happen due to this work, the media simply attribute it to others.
The political leaders must have the courage to tell the media houses that they should publish news and views according to degree. The leaders should not think that the ideas of others would diminish their importance. In fact, any name one gets after concealing the names of others, is not a name.
Therefore, all political leaders must face ideas with ideas, opinions with opinions and views with views. They must understand that politics is the war between ideas. It is not necessary that one must conduct public meetings or carry out processions and agitations. The present man said this repeatedly.
It is said that ‘politics is nothing but war without bloodshed’. A political leader in India, Mr. Seeman, accepted it quoting a political leader from China. All others must accept it. Therefore, the present man is the No.1 political leader in India. This work is simply an exhaustive war against the present unconstitutional system. The weapon is not gun but the Constitution of India. Either the system or the Constitution of India will survive.
How can the present man claim this? The present man says that he fairly and adequately represents the 1300 absent class citizens. To know this, one must place the ideas and achievements of the present absent class citizen and those of Prime Minister of India Mr. Narendra Modi or any other talented political leader in India before the people. One would find to his amazement that there are not even 10 right thinking people in India to support Mr. Narendra Modi or any other leader in India.
How can a citizen of India place his ideas before the people if the media houses refuse to divulge his views?
The refusal to publish the meritorious views is an offence because it is in conflict with Article 19.
It is not an imaginary grievance to be rejected. It is a real grievance.
To remedy the grievances, one would approach the courts. For this, the courts must be Constitutional in their ways. How can a court be constitutional in its ways?
The court is said to be constitutional in its ways when it functions in a transparent way. When it functions in a transparent way, it cannot go astray. It is said that a judge functions in a glass bowl. The conduct of the hearing is observed by sophisticated advocates and knowledgeable people. The judgements that are not based upon logical and sound interpretation of the constitution would make the judge unacceptable to the people. The people are always concerned with the quality of the decisions.
For this to happen, a judge need not be an expert in law but he must have enough knowledge of law.
When the judges of the Supreme Court of India destroyed the Constitution of India from within on 10 -12-2001, the present man pointed out it to the High Courts and the Supreme Court of India. Any one of the courts should have accepted it as a writ petition or sought a clarification from the present man. It should have shown the letters and the action taken by it to the people. But the judges all over India pretended that they did not receive the letters. They did not consider a man without money as a citizen of India or even a human being.
The present man then sent letters to all political leaders, 250 Members of Parliament, several newspapers, Central Bureau of Investigation (CBI), National Human Rights Commission (NHRC) and the President of India. After accepting about 250 letters continuously, the CBI refused to accept the letters sent by post. Now, even the email addresses of the NHRC and CVC are not – apparently- in the public domain.
Thus, the judicial system in India previously and consistently failed to protect the democratic rights of the people in civil life. The court is now over burdened with 719 letters. It refuses to adjudicate them under Article 39(a) and promulgate to the people as per Article 19.
The High Courts in India and the Supreme Court of India can no longer settle this issue due to conflict of interests. Therefore, the present man approached the President of India.
The source of authority of the President of India is the Constitution of India. He is the only competent authority to protect it. He could have asked the Government to file a First Information Report (FIR) for failing to act in conformity with Article 39(a) or against the media houses for their failure to act in conformity with Article 19.

Your Excellency
The Prime Minister of India, Mr. Narendra Modi. on 25 March 2019, urged the prominent personalities to inspire the people to vote.
He alienated the public resources to favour his promoters. If he had done it in good faith for the well-being of the people, he could have done so after enlarging the freedom of the people. As he deliberately wanted to steal public assets, he could not enlarge the freedom.
Prior to this, Mr. Rahul Gandhi, did the same for 10 long years through Dr. Manmohan Singh.
As Mr. Narendra Modi and Dr. Manmohan Singh did not head any civilian government. They engaged in war or created unwanted tension with the neighbouring countries to plunder public assets. Now, they do not allow others to tell this to the people.
As they proved dangerous to the nation, they are the two ‘sore spots’ of the system.
Therefore, the people need a civilian government.
When the Supreme Court of India adjudicates the cases as per Articles 39 (a) and 19, the people would come to know the things that are in conflict with the Constitution of India and that they would hear men and matters according to degree. This would enable them to form a perspective for voting. Instead of doing this, the people are blindfolded and steered to the polling booths like animals and are being forced to vote for the representatives of the manipulators. It is worse than catching them using a rat trap.
The people would point out this to the judges. The latter must have an analytical mind and must be able to orient quickly when dealing with vital subject matters raised by the people. But they simply refuse to give heed to weighty issues. If heard, they fear, that the unconstitutional manipulations would be curbed to the disadvantage of their promoters. Therefore, they have not even expressed their willingness to give adequate attention to the matter raised by the present absent class citizen.
The judges should have complied with Article 39(a) because it is the ‘safety valve’ of the Constitution of India. Then their adjudication might have made the present man the Prime Minister of India long ago.
There exists an erroneous belief that the grievance of the present man is of a personal nature. It is not at all true. It is the general grievance of the 1300 million absent class citizens.
If the President of India ignores this, he simply denies the democratic rights of 1300 million people. The loss to the present man is a small one but the principle is very large.
Therefore, President of India stands between emancipation and total slavery.
He must settle the issues that involve a broad question of law at the earliest because complaints often shrink in importance and are easily disposed of once they are brought into the open. Nothing could be achieved through secret moves. The source of his strength would not be the Constitution of India after the formation of a non-civilian government.

The Bloomberg, on 23 March 2019, said, “The foundation of corporate structure in India is cracking. A fresh coat of paint alone won’t suffice”.
The opinion gives the impression that the President of India would grant freedom to Indians.

The present absent class citizen has submitted 717 letters to the Supreme Court of India since June 2001.
The objective of submitting the letters is not to function as an advice giver, extra-constitutional authority or a policeman but to secure freedom to the people.
Therefore, the grievance is nothing but the denial of freedom to Indians.
What is the consequence of denial of freedom?
The denial of freedom leads to the formation of non-civilian governments.
What is the meaning of the word ‘grievance’?
For an Indian, anything that conflicts with the Constitution of India is a grievance.
The present man says that the Supreme Court of India did not adjudicate 717 letters as per Article 39(a) and promulgate their awards as per Article 19. If it is correct, it a grievance.
This grievance cannot be adjudicated by the Prime Minister of India, other political leaders, Election Commission of India or the High Courts. The Supreme Court of India alone can do it. As it is overburdened with letters, the present man pointed out the standard method adopted by the judiciary all over the world to adjudicate such issues. The method is: concede all the constitutional demands of the petitioner.
If the court is obdurate in its refusal to adjudicate the subject matter, the President of India would be constrained to give his final award. There is no other authority to resolve this.
Imagine that the present man indulges in some wrong doing. Someone might lodge a complaint. If the wrongdoing is in conflict with the Constitution of India, the police would arrest him within 24 hours.
The present man cannot claim any immunity saying that he saved many Public Sector Undertakings (PSUs) from privatisation or wrote several books or even saved the people from a probable Indo- Pak war. The fact that he wrote 717 letters in 18 years for the freedom of Indians also would not be a sufficient ground for immunity.
Similarly, the learned judges of the Supreme Court of India are very powerful people. They are so powerful that the media is not ready to utter a word about them even if they commit the greatest of all crimes.
But the moment the President of India gives his oral or written award to the complaint lodged by the present man, the learned judges would go to jail for their refusal to adjudicate as per Article 39(a) and promulgate their awards as per Article 19.
If the President of India refuses to gives his award, a non-civilian government would come to power for the fourth time in succession and would keep him in the Presidential Palace as its slave.
         This is letter No.718

Your Excellencies
The Union Government, on 23 March 2019, disclosed that the disinvestment target of Re. 85,000 crore for 2018-2019 had been achieved.
The Government hands over this money to public sector banks. A bank, in turn gives, say, Re.100 core to a company as loan. Then it buys 5 percent of its shares for Re. 200 crore. Again, the bank gives a loan of Re.5000 crore. After that, it buys 10 percent of its shares for Re. 10,000 crore. Within five years, the net asset value of that company increases to Re. 50,000. This process goes on while the sun shines for them.
This is not possible in an atmosphere of freedom.  Therefore, the system denies freedom and runs the government with the ‘sore parts.’
The President of India must note that the Constitution of India is not confined to its enactment but is a day-to-day process. The adjudication of meritorious cases has a very important role in this process. Therefore, adjudication is part of the continuous constitutional process.
No constitution could cover in detail all the exigencies with which the citizens seek constitutional remedies although all contain provisions for the redressal of the grievances. There are uncertainties in several constitutions. This makes grievance redressal an unending process.
But the Constitution of India, in Article 39(a), specifically says that the opportunities for securing justice should not be denied and that the legal system must promote justice. It is the ‘core’ of the Constitution of India.
The act of adjudicating the cases is called justice. Therefore, the refusal to adjudicate 716 letters is like doing violence to Article 39(a). The judges cannot refuse to adjudicate them.
As the court refuses to adjudicate any letter, it is now over burdened with letters and the entire system breaks down.
But the people all over India do not know this. Strict instructions have been issued to the media to keep the people under utter darkness. The media does not report what the President of India does after the receipt of every letter.
They want the President to waive Article 39(a) for the time being and expect him to co-operate with the judges to install a non-civilian government.
But the President of India cannot waive Article 39(a). He has no authority for this. The judges must give their award as per Article 39(a) and the people must know their award as per Article 19.
The judges think that a non-civilian government alone would save them.
However, if they conduct elections after enforcing Article 19, the good consequences of their action might outweigh the bad consequences of their past inaction and the people might condone them.
Therefore, the President of India must give effect to Articles 39(a) and Article 19 forthwith because unlimited public money is being spent every day with the objective forming a non-civilian government of about 10 people.

The refusal of the President of India to give effect to the Articles 39(a) and 19 is like saying “I did not see your letters. What can I do?”
Then, it is the end of everything.

The USA, on 22 March 2019, warned Pakistan that another terror attack on India would be extremely problematic. It added that during the height of the crisis- February 26-28- the USA was in continuous contact with the officials of India and Pakistan.
India must urge Pakistan for a joint patrolling of either side before another terror attack.
Alternatively, India must request Pakistan to form a joint reaction force comprising the armies of India and Pakistan for any terrorist attack on either side.        However, the ball is in the court of Pakistan now. It must be quick to act because the militant people would do something to trigger a war between India and Pakistan.
The present man has no way to contact the Prime Minister of Pakistan, Mr. Imran Khan. One or two newspapers in Pakistan could be contacted but they cannot be different from their counterparts in India.
If the Supreme Court of India had adjudicated the letters, the people of Pakistan also might have listened to the present man.
The President of India must note that the judges are immune from civil liability for the acts done in their judicial capacity. The reason is that the judges must be free from reprisals and must of necessity be uninfluenced by any fear of consequences for their acts. This must not only be affirmed but also expanded.
But if a judge functioning under the Constitution of India breaches his duty to render a timely award, he cannot claim any immunity under the Constitution of India. It is true with other written constitutions also.
Therefore, President of India must direct the learned judges of the Supreme Court of India to give effect to Article 39 (a).
Article 19 states that every citizen has a fundamental right to receive information through print and electronic media.
Therefore, every citizen has a fundamental right to know the award of the judges.
The Supreme Court of India observed- in the Union of India Vs Association for Democratic Reforms- “One sided information, misinformation and noninformation all equally create an uninformed citizenry, which makes democracy a farce. Freedom of speech and expression includes right to impart and receive information which includes freedom to hold opinion”.
The President of India must note that he is free to take any decision based on the Constitution of India even if his decision is in conflict with the opinion of the judges.
His duty is limited to protecting the Constitution of India. No other authority is authorized for the same. When he fails, the Constitution of India and the 1300 million people fail. Consequently, the nation would again come under the control of a non-civilian government.

To gather necessary strength, he may examine whether the following points of Swami Vivekananda are relevant to him and to the country now or not.
1.  Anyone will be great in a great position. Even the coward will grow brave in the glare of the footlights. Drinking the cup of desire, the world becomes mad.
2.  Misery is caused by ignorance and nothing else.
3.  Give up the idea that by ruling over others you can do any good to them.
4. The history of the world is the history of the few men who had faith in themselves.
5. The earths bravest and best will have to sacrifice themselves for the welfare of all.
6.  Wisdom is the goal of all life.
7[JS1] . Everyone who has only one or two elements of character, I consider “one sided”; and this world is almost full of such “one sided” men with the knowledge of that one road only in which they move; and anything else is dangerous and horrible to them.
8. We must have life-building, character making, assimilation of ideas.
9.  Bring all light into the world. Let light come to everyone; the task will not be finished till everyone is enlightened. Bring light to the poor; and bring more light to the rich, for they require it more than the poor! Bring light into the ignorant, and more light into the educated for the vanities of the education of our time are tremendous! Thus bring light to all and leave the rest unto the Lord.
10. Inspire men everywhere.
11. Fill the mind with the highest thoughts, hear them day after day and think them month after month.
12.One word of truth can never be lost, for ages it may be hidden under rubbish, but it will show itself sooner or later.
13.Truth has to be made practical, to be made simple so that it may penetrate every pore of human society, and become the property of the highest intellects and the commonest minds of the woman and child at the same time.
14. A man should arise to demonstrate to the sceptics of the world that there yet breathes a man who does not care a straw for all the gold or all the fame that is in the universe.
15. The ideal of all religions, all sects, is the same- the attaining of liberty, the cessation of misery.
16. One must work as the dictate comes from within, and then if it is right and good, society is bound to veer round, perhaps centuries after one is dead and gone.
17. They alone live who live for others, the rest are more dead than alive.
18.  Let everybody work out his own vision of this universe according to his own ideas. Injure none, deny the position of none, take man where he stands, and, if you can, lend him a helping hand and put him on a higher platform, but do not injure and do not destroy.
19. Take the position of the giver. Give everything and look for no return. Give love, give help, give service, give any little thing you can, but keep out barter. Make no conditions and none will be imposed. Let us give out of our own bounty, just as God gives to us.
20.If you can help anyone, blessed you are. Blessed you are that that privilege was given to you when others had it not.
21. Let there be but a dozen lion souls in each country, lions who have broken their own bonds, who have touched the Infinite, whose whole soul is gone to Brahman, who care neither for wealth, nor power, nor fame, and these will be enough to shake the world.
22.  Feel the wonderful atmosphere of Freedom. You are free, free, free! Oh blessed am I! Freedom, am I?
23. Thou brave one, behold, take courage, be proud thou art an Indian, and proudly proclaim-‘I am an Indian, every Indian is my brother’. Say-‘The ignorant Indian, the poor and destitute Indian, is my brother.’ Thou too, clad with but rag round thy loins proudly proclaim at the top of thy voice –‘The Indian is my brother; the Indian is my life; India’s gods and goddess are my God; India’s society is the cradle of my infancy, the pleasure –garden of my youth, the sacred heaven- the Varaasi – of old age.’ Say brother-‘the soil of India is my highest heaven, the good of India is my good’. And repeat and pray day and night- O thou Mother of Strength, take away my weakness, take away my unmanliness and make me a Man.
24. I hold every man a traitor who having been educated at their expense pays not the least heed to them.
25. When we cease to see evil, the world must end for us since to rid us of that mistake is its only object.

Samajwadi Party (SP) leader Ram Gopal Yadav, on 21 March 2019, said that the Pulwama terror attack was orchestrated by Prime Minister of India Mr. Narendra Modi. He added that the senior officers had requested to be transported either by air or in armoured vehicles but were transported in normal buses.
As a Prime Minister of India is not likely to know about the movement of the Central Reserve Police, Mr. Gopal Yadav should shed more light on this matter.
The people all over the world are no longer ready to accept killings for any cause. The grievant must tell the reasons and leave the matter there. Whatever happened, Prime Minister of Pakistan Mr. Imran Khan could have avoided the dogfight. ‘OK. Someone trained in Pakistan did it. We accept responsibility for it. The victims will be compensated’. Such a statement might have pre-empted the air strike of India that followed the Pulwama attack. The money may be a small one, but the principle is large.
There are reports that the Prime Minister of England, Mrs. Therasa May, requested the Prime Minister of India, Mr. Narendra Modi and the Pakistan Prime Minister, Mr. Imran Khan to de-escalate the tension between India and Pakistan.
The media did not report her impassionate plea as and when it happened. This shows that they suppressed it and many other things to create a war hysteria.
Union Minister Mr. Ravisankar Prasad, on 21 March 2019, said that the Prime Minister of India, Mr. Narendra Modi, was duty bound to inform the citizens about the air strikes.
The Prime Minister of India must disclose the things that happened between retaliation and de-escalation on February 27, 2019.
The present citizen of India firmly believes that his letter dated 26 February 2019 undermined the political will badly needed for a war. If it is true, anyone would agree that this work is a super-human one for the liberation of the people from the clutches of the manipulators and that it saved several human lives at the moment of maximum danger under Mr. Modi.
However, the people would know the truth only if the learned judges of the Supreme Court of India agree to adjudicate the letters.
The fairness and good judgement of a judge as indicated by past judgements is the primary question before any grievant. Chief Justice Ranjan Gogoi repeatedly says that he lacks the expertise to judge various issues.
A judge must be satisfied that he knows ‘enough’ to be able to decide the case and ‘cannot simply sit back’ and judge a debate. He can ask the advocates or the petitioners to provide him with more pieces of information. But he cannot say – in a judgement- that he entirely failed to act in accordance with the oath taken by him. His judgements show that he did not attend any useful law classes before becoming a judge.
In fact, his past judgements indicate that he cannot form a perspective about the subject matter of the 714 letters.
Therefore, it is the turn of the other learned judges of the Supreme Court of India to adjudicate the letters of the present absent class citizen.
The Supreme Court of India must have issued permanent prohibitory injunction prohibiting the Election Commission of India from conducting the General Election before ensuring freedom to the people to know the present work.
The court even now retains jurisdiction over the Election Commission of India and the Government of India until such time as it is satisfied that the illiterate people of India know men and matters to form a perspective for voting. Now,  even the educated people do not know the circumstances that led to the de-escalation of tension between India and Pakistan.
The President of India must note that as per Article 39(a), the opportunities for securing justice should not be denied to any citizen of India and that the legal system must promote justice.
The President of India has the discretion to deal with law according to his best judgement purely based on his common sense.

There are reports that the public sector State Bank of India (SBI) is to buy 24 per cent shares of Jet Airways.
This is out and out unconstitutional. The banks exist for lending money and not to buy the shares of the companies of the promoters of the political leaders or the judges of the Supreme Court of India.
The motive is to give a huge amount of public money to the Jet Airways to save it from bankruptcy and sell the shares back after some time. The public sector banks refused to do the same when the Kingfisher Airlines of Mr. Mallya and the Satyam Computers of Mr. Rama Linga Raju frantically ran for money. In fact, an arrest warrant is pending against the former and the latter was mercilessly sent to jail.
The SBI lends money to the people all over India only for interest. The act of buying the shares of preferred companies and the act of denying the same benefit to others is a violation of the Article 14 and many other sections of the Constitution of India. The tragedy is that the Government alienates the public assets for money after giving the public money to some people like this.
The act of advancing public money to buy the shares of some companies is illegal because others do not get the same benefit. When the present man sent letters to the newspapers, they refused to publish them. Therefore, it was one of the points in the first letter dated 1-6-2001.
The then President of India, Dr. Abdul Kalam, and his successor, Mrs. Pratibha Devi Singh Patil, virtually stopped this unconstitutional policy decision. But, whenever the present man remains silent, the Supreme Court of India plunders the public money like this. Can any man live for ever to police such actions?
If a war had broken out between India and Pakistan, such things might not have come to the surface although hundreds of manipulations happen every day. As the people focus their attentions on the elections, such manipulations take place with greater intensity.
The tragedy of all tragedies is that the Prime Minister of India says that he is functioning like a police man to prevent such acts. But the people - in all their innocence - trust the patriotism of such politicians.
Evidently, all works done by the present man go in vain because the people have no freedom to know men and matters.
Therefore, the Supreme Court of India exists only to plunder the public resources by denying freedom to Indians. It comes under the principle of unjust enrichments. All parties that amass wealth like this at the expense of others should be required to make restitution.
Chief Justice of India Ranjan Gogoi, in an absurd judgement, on 27 September 2012, said that he lacked the expertise to understand the economic policy. In the same judgement he said that he would strike down arbitrariness in policy decisions. This kind of conflict could be discerned in all his crucial judgements.
The people tend to look at the past judgements of a judge to know his fairness. If a judge is not fair, no good adjudication can be expected.
Now, there is a real possibility that the present Chief Justice of India would do injustice only. This means that he would not adjudicate these letters in an impartial way.
The other judges may not be open to such severe criticism. One cannot say that the appearance of bias against freedom permeates among all judges. There must be some exceptional judges. However, there is no way to test their impartiality except through this work. Their personal and business background are not known. Their affiliations are also not known. The only thinking is that they would not deliberately try to please some politicians and business men at the expense of 1300 million absent class citizens.
This is a critical moment in the history of India. Therefore, the judges must view this work with an open eye and adjudicate the letters before them objectively.
The President of India also must act as swiftly as possible to prevent the total annihilation of the Constitution of India. He could prevent a war between India and Pakistan through his swift action. Now, he can ensure economic and political justice, if he is ready to act with the same alacrity.
