Your Excellency

Mexico, on 13 December 2025, unilaterally imposed 50% import duties on virtually all products from India like cars, auto-parts, clothing, plastic, steel. India said that it would take appropriate measures to safeguard its interests while continuing to pursue a solution.

Two gunmen, on 14 December 2025, opened fire at a Jewish gathering in Bondi Beach in Sydney in Australia killing 16 people. The attackers were a 50-year old man, Sajid Akram, and his 24-year old son, Naveed Akram. The latter was shot dead by police.

A Mr. Ahmed al Ahmed –belonging to Syria -was so alert that he caught-hold of a gunman instantly and disarmed him. Syria - in particular - and the people all over the world - in general- are proud of him. His cousin said, “Ahmed’s heroic act will show to the world that Muslims are peacemakers, not wrongdoers.” Prime Minister of Australia Mr. Antony Albanese and even President of USA Mr. Donald Trump hailed him as a hero.

President of USA Mr. Donald Trump, on 16 December 2025, said, “We are closer now than ever to a peace deal in Ukraine.”

President of Russia Mr. Vladimir Putin, on 17 December 2025, said, “NATO’s whole potential is behind Kiev. Hysteria of Russian threat to Europe is a total delusion.”

President of Ukraine Mr. Volodymyr Zelenskyy said, “The proposal being negotiated with the US could be finalized within days.”

Prime Minister of India Mr. Narendra Modi, on 15 December 2025, embarked on a tri-nation tour of Jordan, Ethiopia and Oman.

Prime Minister of Jordan Mr. Jafar Hassan welcomed him at the airport and accorded a ceremonial welcome to Prime Minister of India Mr. Modi. He had productive discussions with King Abdullah II and Prime Minister Mr. Jafar Hassan. They signed some MoUs. It was the first full bilateral visit by an Indian Prime Minister to Jordan in 37 years. India is the third largest trading partner of Jordan.

Next day, he paid a visit to Ethiopia. India and Ethiopia elevated their relationship to a strategic partnership, signaling deeper co-operation. India and Ethiopia signed eight MoUs. Ethiopia awarded the nation’s highest civilian award “Great Honour Nishan of Ethiopia” to Mr. Modi. Over 675 Indian companies have invested over $6.5 billion in Ethiopia.

Next day, India and Oman signed a Comprehensive Economic Partnership Agreement (CEPA) that allows India duty-free access to 98.08 of its exports. India offered 94.81% of what India imports from Oman. Indian exports to Oman stood at $4.06 billion and imports at $6.5 billion in 2024-2025.

The USA, on 18 December 2025, postponed H-1B visa interview in India to October 2026. The media says that several Indians, some separated from their families, are stranded with jobs hanging by a thread. India could have placed the matter before the trade delegation of the USA to alleviate the sufferings of stranded people.

President of Russia –in an annual question-answer session – on 19 December 2025, said, “1. It is nonsense to say that Russia wants to invade Europe. 2. European Union plan for Russian asset is public robbery. 3.Trump’s peace efforts are sincere. There are no grounds for rejection. 4. There is no readiness from Ukraine for talks and 5. There are no further plans for military operation.”

Vice President of the USA Mr. JD. Vance said, “We must stop sending taxpayer’s money to Ukraine.”

Deputy Prime Minister of Pakistan Mr. Ishaq Dar, on 19 December 2025, said, “India releases water from Indian dams without warning. It is weaponising water.”

India should not club politics with water. Pakistan should have no grievance with respect to water.

There are reports that Chief Justice of India Surya Kant wanted the retired judges of the High Courts to return to the benches as ad hoc judges to clear the massive pendency of criminal cases based on a judgment.

It is illegal and dangerous.

Men make a contract to enter into civil society. It is a contract to which all must consent. It is a contract which once made is irrevocable. He who has signed it “can never again be in the liberty of the state of nature.” Locke writes, “unless, by any calamity, the government he has under comes to be dissolved, or else by some public acts cut him off from being any longer a member of it.”

It is a contract to which each generation must consent. For “a child is born a subject of no country or government.” “Everyman’s children being by nature as free as himself, or any of his ancestors ever were, may, whilest they are in that freedom, choose what society they will join themselves to, what commonwealth they will put themselves under.” However, Locke adds dryly, “if they depart from the land of their birth they will not of course ‘enjoy the inheritance of their ancestors”.

The contract, here, is the Constitution of India. Therefore, the Constitution of India is not for the present generation only. It is for all future generations. The President of India must respect it because it is the source of his/her authority. It is the prescribed duty of the President of India to protect it. He/she has the power for it. He/ she shall not change the Constitution in the pretext of its amendment. However, there exists a great difference between the possession of power and the occasion for its exercise.

If the President of India is a wrongdoer, he/she will not exercise his/her power to protect the Constitution until his/her last minute in office. Such presidents will place the Prime Minister of India above the nation. Then, he/she is a proven wrongdoer. He/she forfeits his/her right to become the President of India again. One would say that he/she betrayed his/her country for 30 silver coins.

Similarly, the judges of the High Courts and the Supreme Court of India have a duty to protect the Constitution of India. If they protect it, they have a moral right to be life-time judges as in the USA. If they do not exercise their power to protect it, they are wrongdoers. All the retired judges of the Supreme Court of India and the High Courts in India are proven wrongdoers because they failed to exercise their power to protect the Constitution of India. Therefore, Chief Justice of India Surya Kant should not have asked them to return to the benches.

This is letter No. 1283 dated 24-12-2025. It is addressed to the International Court of Justice (ICJ).  It is the two hundredth and sixth appeal to the International Criminal Court (ICC). It is the two hundredth and seventy ninth appeal to the International Court of Justice (ICJ). It is the four hundredth  appeal to HEAVEN.

The ICC must send blanket arrest warrants to all judges and Parliamentarians guilty of changing their Constitutions in the pretext of their amendments. To achieve it, it must ensure liberty to the people to see these letters. It must adjudicate this letter in the light of the earlier letters.
