President of USA Mr. Donald Trump, on 20 November 2015, proposed a 28-point peace plan to solve the Ukraine war. He said, “Accept this plan or you are on your own. The plan is a way of getting peace but it needs Zelenskyy’s approval. He has little choice but to accept. He will have to like it. And if he does not like it, then they just keep fighting”. However, he added, “Ukraine deal is not final offer.”

As per this draft plan, $100 billion in frozen Russian assets would be invested in US-led efforts to rebuild and invest in Ukraine. The USA would receive 50% of the profits from this venture. The frozen European held Russian Funds will be unfrozen even if those funds are beyond US control and Europe is not party to the plan.

Russia occupied Crimea, Luhansk and Donetsh would be recognized as de-facto Russian, including by United States. The plan calls for Ukrainian forces to withdraw from the parts of eastern Donesk that they currently control and this withdrawal zone will be considered a neutral demilitarized buffer zone internally recognized as territory belonging to Russian Federation.

As per point 3, it is expected that Russia will not invade neighbouring countries.

Point 5 of the plan says, “Ukraine will receive reliable security guarantee.” The implied meaning was that the USA would ensure it.

The plan includes commitment that Ukraine will not join the NATO,  that NATO will not station troops in Ukraine, limits the size of Ukrainian armed forces to 600,000 personnel and calls for election within 100 days.

Mr. Zelenskyy said, “It is one of the most difficult moments in history. Ukraine is going to face a very difficult choice. It is either the loss of dignity or the risk of losing a key partner, or 28 difficult points or an extremely harsh winter. I will not betray my country.”

President of Russia Mr. Vladimir Putin said, “I received the US proposal and I believe that it could form the basis of a final peace settlement. It was agreed upon during the Summit with Mr. Trump in Alaska this August. We have not substantively discussed the deal with the US.”

He tentatively accepted the 28-point peace plan although it was not consistent with the Constitution of the USSR. This shows that he ignores the Constitution of the USSR to the peril of humanity.

President of Ukraine Mr. Zelenskyy said, “Ukraine looks for compromises that strengthen but not weaken Ukraine. The 28- point US proposal is a capitulation to Moscow.” Germany, England and France stood by him.

President of USA Mr. Donald Trump said, “Mr. Zelenskyy did not read the 28-point peace proposal.”

 

Prime Minister of India Mr. Narendra Modi attended the G20 Summit at South Africa on 20 November 2025.

 

The outgoing Chief Justice of India, Justice B.R. Gavai, on 23 November 2025, said, “I approved the appointment of 93 judges to the High Courts.”

It is illegal. Judges must be selected from 1400 million people in an impersonal way. This alone will produce legal judges. However, there is a conspiracy behind appointing criminals as judges. Such judges instigate the Government to change the Constitution of India in the pretext of amendments, plunder public assets and deny liberty. Thus, he betrayed India for 30 silver coins.

President of India Mrs. Droupadi Murmu, on 24 November 2025, administered oath of office to Justice Surya Kant as the 53rd Chief Justice of India.

It is illegal.

The Government appoints judges illegally to the High Courts and the Supreme Court of India. It could have appointed, at least, the Chief Justice of India strictly based on the date of birth seniority. However, it is not ready to do so. No judge of the Supreme Court of India murmurs. This is how it destroys the Constitution of India and the law.

Chief Justice of India Surya Kant, on 26 November 2025, hinted that he would admit a plea that urged the 2015 NJAC (National Judicial Appointment Commission) judgment to be rendered void ab initio (from the beginning). However, people have not heard anything about it since then.

 

Chief Justice of India Surya Kant, on 25 November 2025, upheld the decision of a High Court that justified the dismissal of an army officer, a Mr. Samuel Kamaleson, without retirement benefits and pension for his refusal to do some religious functions –as part of his duty- before a deity of another religion. On hearing the verdict, his counsel said, “This would send a wrong message,” The Chief Justice retorted, “No. It will send a strong message.” According to the court, the Constitution of India will not come to the rescue of any army personnel even if he disobeys the illegal orders of the competent authority. It is like justifying the beheading of a citizen for his crimes against a deity as in Saudi Arabia. Alternatively, it could be compared to Chief Justice of India Dipak Misra upholding the dismissal of a conductor, a Mr. Gopal Shukla, for allowing 25 passengers to travel without tickets. The court said, “No leniency should be shown in cases of corruption.”

 

China, on 26 November 2025, detained an Indian citizen from Arunachal Pradesh at Shanghai International airport. India said, “Arbitrary actions by China are most unhelpful. Peace and tranquility on the India –China border is the prerequisite for the development of ties.” China, apparently, ignored it.

 

The US Immigration and Custom Enforcement, on 26 November 2025, started detaining individuals during green card interviews. Individuals with no criminal records were also arrested, specifically for overstaying.

 

A 29 year-old criminal from Afghanistan, on 27 November 2025, shot dead two National Guard soldiers at the White House in Washington killing one and seriously injuring the other. Next day, President Mr. Trump stopped migration from 19 third-world countries permanently. The criminal action of a man affected 19 countries in one go. Some reports said the list would be expanded to 30 countries.

 

Chief Justice of India Surya Kant, on 27 November 2025, said, “The Government must regulate the YouTube. Every people write against the Government. But the problem arises when you put something on YouTube.”

The YouTube is the most regulated social media in India. It exists to show that nothing is hidden in India.

 

Ukraine, on 30 November 2025, attacked two oil tankers of Russia in the Black Sea. It appeared like a terrorist attack. Russia said, “Black Sea attacks are an attempt to hinder peace efforts. The attacks pose a threat to safety in the region.”

President of Russia Mr. Vladimir Putin, on 2 December 2025, said, “We don’t want war, but if Europe starts, we are ready.”

 

The USA chained and deported 3258 Indian nationals in 2025. External Affairs Minister of India Mr. Jaishankar proudly disclosed it in the Indian Parliament on 4 December 2025.   The deportees had no legal papers to stay in the USA.

The media had reported the first deportation. After that, it concealed all deportations. The government should have published them as and when happened to make the people aware of the consequences of illegal migration.

The Prime Minister of India must have made large-scale public investments like bullet train networks to give employment opportunities. Instead, he wasted 12 precious years. He invests the public money in the stock market expecting his friends to convert into foreign exchange.

At least, he should have requested President of the USA to spare them from chaining. Alternatively, he should have sent some planes to bring them back. He does not discharge the onerous duties of a Prime Minister of India.

 

Chief Justice of India Surya Kant, on 2 December 2025, said, “Where is the order of the Government of India declaring Rohingyas as refugees? If there is no legal status of a refugee and somebody is an intruder, and he enters illegally, do we have an obligation to keep that fellow here?”

About 30 million Indians live in foreign countries. They are the modern-day refugees.

 

The Madurai bench of the Madras High Court, on 3 December 2025, detailed the Central Industrial Security Force (CISF) to enforce its “Hill-top light orders” at Thirupparamkuntam in Madurai. The Government of Tamil Nadu prevented them from doing their duty using the State police- saying that the court polarized the people on communal lines and thereby undermined the peace and tranquility in the State. The court cuts a sorry figure as the State Government filed an appeal in the Supreme Court of India.

The illegal judges change the Constitution of India, plunder public assets and deny liberty with consummate easy. All political leaders and Advocate Associations remain as stony pillars. In fact, the illegal judges and the political leaders in India vie with one another to give a communal twist to anything related to faith and belief. If the illegal judges win in the present case, it is a victory for the ruling BJP at the Centre. If the ruling DMK in the Tamil Nadu State wins, then also it is a victory for the BJP. The reason is that they have an understanding to appoint illegal judges, change the Constitution, plunder public assets and deny liberty.

However, this time, 120 Members of Parliament moved an impeachment motion in the Parliament against the judge. Immediately, 56 former judges of the Supreme Court of India described their attempt as a brazen effort to browbeat the judges. They said that it would cut at the very roots of democracy as if they had done something to make Indians roll under liberty.

 

Chief Justice of India Mr. Surya Kant, on 4 December 2025, said, “Acid attackers must be shown zero sympathy. No court must have any sympathy for them. They must meet with the same ruthlessness as they showed their victims. The entire system must respond against them.”

The learned judges of the Supreme Court of India are the real acid attackers. They attack 1400 million people with acid. They change the Constitution of India in the pretext of amendment, plunder public assets and deny liberty. The act of changing the Constitution of India in the pretext of amendment is dehumanization. It is worse than disfiguring 1400 million people through acid attack.

 

President of Russia Mr. Vladimir Putin arrived at the Air Force Station in the Palam airport in India, on 4 December 2025, to attend the Indo-Russia Summit. India gave a grand welcome to him. President of India Mrs. Droupati Murmu and Prime Minister of India Mr. Narendra Modi welcomed him at the airport.

Russia and India signed 16 agreements for co-operation.

They agreed to trade in national currencies and to broaden co-operation in the nuclear energy sector. An agreement was to enhance mobility of Indian skilled and semi-skilled workers to Russia and another one was for combating irregular migration. India offered visa-free entry to Russian tourists.  

The media said that India showed tepid response to buy Su-57 stealth fighter jets. It might be due to the influence of middlemen or for indigenous production.

In an interview to the NDTV, on 6 December 2025, External Affairs Minister of India Mr. Jaishankar said, “The world has seen a lot of ups and downs in the last 70-80 years, but India and Russia have been among the steadiest big relationship in the world.

 India has always maintained that it has multiple relationships. We have a freedom of choice. We talk about what is called strategic autonomy. I cannot imagine anybody would have reason to expect the contrary.” As he talks like this, he is a household name in Russia.

To a question about the trade relationship with the USA, he said, “We believe that there can be landing point for our respective trade interests. It is something that will be negotiated hard. When we look at the trade agreements with the US, we must be judicious. The interests of the workers, farmers and middle class matter for us.”

If the interests of the workers, farmers and middle class matter, he could have transmitted the benefits of cheap Russian oil to them. He could have brought down the petrol prices to Re.50 per litre. Instead, he sheds a lot of crocodile tears for them.

The Indian media reported that Russia needed 500,000 Indian skilled and semi-skilled workers with permanent residential rights. Another report said that Russia needed 3 million workers in five years. In contrast, the USA chains illegal Indian skilled and semi-skilled workers and sends them back to India in special planes. Canada also closes its door to Indians.

 

President of Ukraine Mr.Volodymyr Zelenkyy, on 9 December 2025, said, “Undoubtedly Russia insists for us to give up territories. We, clearly, don’t want to give up anything. That’s what we are fighting for.

Do we consider ceding any territories? According to the law we don’t have such right. According to Ukraine’s law, our Constitution, international law, and to be frank, we don’t have moral right either.”

According to the law, the Constitution of the USSR is the Sovereign of Ukraine and Russia. In fact, Ukraine and Russia are like worms in the bowel of the USSR. If Russia had articulated this, the Ukraine war might have ran out of steam long ago.

 

Chancellor of Germany Mr. Friedrich Merz, on 9 December 2025, said that Europe must become less dependent on the United States of America.  He added that Europe could defend its own democracy and strengthen its security independence while maintaining co-operation with the USA.

According to another report, Europe is reluctant to immobilize the $244 dollar Russian assets because many countries would raise questions about the safety of parking reserves in the euro.

No country trusts the USA or Europe to park its foreign exchange because they could freeze its foreign exchange by the click of a mouse as happened to Russia.

In fact, all countries look at them with awe because they park the money in their hand. They are contemplating to move away from their clutches secretly.

 

The Puducherry Police, on 3 December 2019, caught a man with a gun while TVK  leader Mr. Vijay was addressing a public meeting.  Chief Minister of Puducherry acquitted himself well in his role because he had placed a metal detector at the entrance besides fencing the whole ground. Alertness of the police also must be commended. Even in the USA, an assailant could fire at Presidential candidate Mr. Donald Trump from a tall building.

Hereafter, the Government must supply bullet-proof glass enclosures to all - good and bad - leaders for addressing public meetings besides cancelling the gun licenses granted to private individuals.

 

There are reports that the IndiGo airline cancelled over 6 lakh flight bookings at the last minute in the last 10 days thereby giving untold sufferings to passengers. People suspect a conspiracy behind it.

 

Forty-four former judges of the Supreme Court of India, on 10 December 2025, criticized the advocates, judges and the Campaign for Judicial Accountability and Reforms (CJAR) for accusing Chief Justice of India Surya Kant for dehumanizing Rohingya refugees. They said, “The disparagement of the Supreme Court of India is unacceptable. It is an attempt to delegitimize the judiciary.”

Constitution of India and the law demand the judges to protect the Constitution of India, public assets and liberty. The law demands the judges to appoint judges in an impersonal way.

If the present judges wanted to function as legal judges, they might have accepted these letters as a Public Interest Litigation (PIL) or Class Action Suit to put right the public wrongs committed against 1400 million people. They might have restored the Constitution of India, public assets and ensured liberty to know men and matters. In fact, the mere admission might have ensured the protection of interests of 1400 million absent class members.

The fundamental prerequisites of Public Interest Litigation or Class Action Suit are (1) question of law or fact common to a class of persons similarly situated (2) whose rejoinder is impracticable (3) whose interest will be adequately represented and (4) by one whose claims or defences are typical of the class.

Now, a collective wrong has been alleged. There is widespread legal violation and all Indians are affected. Every citizen suffers some form of cognizable injury from the illegal judge’s untruths and dehumanizing actions. It is settled that one conspirator is liable for all the damages inflicted by the conspiracy and the petitioner (or the plaintiff) has to sue any or all the conspirators whether or not the petitioner has any direct business dealings or other relationship with a particular defendant.

However, the present citizen has no means to approach the Supreme Court of India to sue any judges or others involved in the conspiracy to appoint illegal judges, change the Constitution of India, plunder public assets or deny liberty. It is the condition of 1400 million people. For them, the Supreme Court of India is an illegitimate institution.

These letters roll in the hands of all Advocate Associations. They can sue the judges or any others for the conspiracy on behalf of 1400 million absent class citizens if they think that the Supreme Court of India is a legitimate institution to ensure liberty to Indians.

 

This is letter No. 1282 dated 12-12-2025. It is addressed to the International Court of Justice (ICJ).  It is the two hundredth and fifth appeal to the International Criminal Court (ICC). It is the two hundredth and seventy eighth appeal to the International Court of Justice (ICJ). It is the three-hundred and ninety nineth  appeal to HEAVEN.

The ICC must send blanket arrest warrants to all judges and Parliamentarians guilty of changing their Constitutions in the pretext of their amendments. To achieve it, it must ensure liberty to the people to see these letters. It must adjudicate this letter in the light of the earlier letters.

A copy each is submitted to the President of India, President of the USA, Vice President of the USA, Chancellor of Germany, Ministry of Foreign Affairs, Afghanistan, former Prime Minister of England Mrs. Liz Truss, former Prime Minister of England Mr. Boris Johnson, Prime Minister of England Mr. Rishi Sunak, United Nations High Commissioner for Human Rights, Supreme Court of the UK, Prime Minister of Canada Mr. Justin Trudeau, Leader of the Labour Party UK Sir Keir Starmer, Prime Minister of Israel, Foreign Minister of Poland, Foreign Minister of Russia, Wall Street Journal, some newspapers all over the world, Foreign Minister of Norway, Foreign Minister of Ukraine, Press Trust of India (PTI), Editor’s Guild of India and the Chennai Press Club.
